Our Humanitarian Assistance Department performs a number of core functions: helping partner countries to upgrade public health and medical services, managing our overseas volunteer program, and providing overseas humanitarian and technical assistance.

Each project from the department is designed to fulfill the development needs of partner countries in harmony with the UN Sustainable Development Goals (SDGs). To achieve this we share Taiwan’s own experience of economic development, placing particular emphasis on long-term cooperation through technology transfer, capital investment and capacity building. We also offer short-term humanitarian assistance when needed. Collectively, these operations promote socio-economic development and alleviate poverty in our partner countries.

Public Health and Medicine

Of the eight United Nations (UN) Millennium Development Goals (MDGs) put forward in 2000, three are related to health, hygiene and medicine. This shows that improving the health care environment and promoting healthy personal development are urgent issues in developing countries. UN announced the launch of the Sustainable Development Goals (SDGs) in 2016, and put all health-related subjects in Goal 3: Ensure healthy lives and promote well-being for all at all ages. To echo these subjects, the TaiwanICDF has been cooperating with medical institutions in Taiwan and work to meet the needs of our partner countries in accordance with Taiwan’s medical expertise, assisting partners to build capacity through a diverse approach toward health, hygiene and medical projects. These kinds of programs are including Healthcare Personnel Training Program(Terms of program), Health Information Management Efficiency Enhancement Project in Paraguay, Capacity Building Project for the Prevention and Control of Metabolic Chronic Diseases in St. Kitts and Nevis, Maternal and Infant Health Care Improvement Project in the Kingdom of Eswatini and so forth.

TaiwanICDF Overseas Volunteers

Since 1996, Taiwanese volunteers have served with the TaiwanICDF Overseas Volunteers service, offering assistance in various countries. These volunteers work with citizens in local communities across various sectors such as agriculture, public health, education, ICT and environmental protection, etc. While the main purpose of the volunteer service is to boost socio-economic development in our partner countries, volunteers equally benefit from their overseas experience and generate friendship and goodwill between Taiwan and its allies. Volunteers usually serve for a period of one year, although short-term recruits are sometimes dispatched to address specific needs as they arise in individual partner countries. International Humanitarian Assistance

The TaiwanICDF endeavors to provide recovery and reconstruction assistance to partner countries in the aftermath of natural disasters, war or ethnic conflict, aiming to assist survivors in passing through such crises and returning to normal life as safely and quickly as possible.

International humanitarian assistance process includes two phases, emergency relief and post-disaster recovery and rehabilitation. In the emergency relief phase, the majority of domestic NGOs can quickly mobilize supplies, food or non-food items under the government’s leadership. In contrast, the TaiwanICDF’s humanitarian intervention mainly centers on the post-disaster recovery and rehabilitation phase, as the organization does not have on hand emergency materials or equipment. Further, the TaiwanICDF not only establishes partnerships with international NGOs who have long-term experience in the project countries to carry out humanitarian projects, but also dispatches professional technical experts or project-based volunteers to strengthen project execution. Joint implementation through the integration of resources generates a greater and more positive impact.
