Directions in Strategic Planning

The International Cooperation and Development Fund (TaiwanICDF) is the dedicated foreign aid organization representing the government of the Republic of China (Taiwan). The organization was founded to reduce poverty among Taiwan’s developing partner countries and to champion the values of progress, development and humanity.

The TaiwanICDF’s founding principles are influenced by Article 141 of the Constitution of the Republic of China, which stipulates that our nation should “cultivate good-neighborliness with other nations, … promote international cooperation, advance international justice and ensure world peace.”

The TaiwanICDF has overall responsibility for organizing and operating Taiwan's overseas cooperation projects. The founding principles of the fund are to strengthen international development, promote foreign relations and facilitate economic development, social progress and human well-being among Taiwan’s developing partner nations.

To realize these aspirations, our work with partners reflects three core values: progress, development and humanity. Drawing on Taiwan’s comparative advantages, we share our own successful experiences of economic development in order to alleviate poverty around the world.

Medium- to Long-term International Cooperation Strategy

In September 2009, our government published its first White Paper on Foreign Aid Policy, defining themes and strategies associated with Taiwanese aid. The White Paper echoed the OECD’s Paris Declaration on Aid Effectiveness, while also emphasizing the need for overseas assistance to focus on proper goals, legal processes and effective administration.

In May 2010, the Legislative Yuan went on to approve the third reading of the International Cooperation and Development Act. This legislation clarified the scope of Taiwan’s participation in the international cooperation and development community, and our goals and operational procedures. The act further stipulated that foreign aid should be granted solely on the basis of professional judgment and given transparently.

In response to these measures, our organization has undergone a period of restructuring. This has improved institutional capacity and the allocation of professional resources, and leaves us well placed to fulfill the objectives set out in our recent 2012-17 Medium- to Long-term Strategic Review of International Cooperation. As Taiwan’s dedicated foreign aid organization, we must strive to remain a responsible stakeholder in the eyes of the international development community.

Echoing the Millennium Development Goals, Following Foreign Aid Policy

To meet the latest trends in international cooperation and development, our government’s White Paper on Foreign Aid Policy takes the UN’s Millennium Development Goals as its main framework. Accounting for practical considerations as to Taiwan’s specific technological advantages and the strengths of certain industrial sectors, we have selected a number of operational priorities, which will determine the strategy and direction of our foreign aid initiatives into the foreseeable future.



At the same time we will take partner countries’ development policies and strategies into consideration, adopting a pragmatic approach to jointly developing concrete, workable programs of cooperation with such partners and striving to promote their own long-term vision for social and economic development. This is how we will take things forward, and we will spare no effort in moving toward this new horizon.
