2012 Conference for TaiwanICDF Mission Leaders in the Pacific Region:A New Milestone in Regional Technical Cooperation

TaiwanICDF Secretary General Tao Wen-lung formally opened the 2012 Conference for TaiwanICDF Mission Leaders in the Pacific Region on April 23 in Brisbane, Australia, joined by eight mission leaders from Taiwan Technical Missions throughout the Pacific region, as well as four colleagues from the organization’s Taipei headquarters. Attending the event on behalf of the Ministry of Foreign Affairs (MOFA) was Stanley Kao, Director General of the ministry’s Department of Economic and Trade Affairs.

In his opening remarks to the conference, Ambassador Tao said he hoped that the mission leaders who had gathered for the event would reach a consensus on the implementation of technical cooperation projects, and would successfully promote Taiwan’s technical cooperation throughout the Pacific. Noting that the conference would also function as an education and training event, Ambassador Tao explained that to echo the spirit of the OECD’s Paris Declaration on Aid Effectiveness, Taiwan should be taking a project-oriented approach to technical cooperation, and implementing projects in accordance with their original plans to manage and execute associated cooperative operations.

In his opening remarks, Director General Kao noted that the partnership between MOFA and the TaiwanICDF was jointly strengthening Taiwan’s foreign relations through a cooperative approach to technical cooperation, and said that as part of the process of restructuring such operations, the government had already signed the International Cooperation and Development Act into law, as well as published a White Paper of Foreign Aid Policy, to ensure that Taiwan’s overall framework for providing foreign aid was transparent and institutionally sound. He also encouraged participating mission leaders to take a pragmatic approach toward the promotion of technical cooperation projects.

Following on from Director General Kao, Director General Sung Wen-Cheng of the Taipei Economic and Cultural Office in Brisbane went on to offer conference participants a warm and wholehearted welcome to Australia.

Concluding April 26, this four-day Conference for TaiwanICDF Mission Leaders in the Pacific Region, which brings together the organization’s mission leaders from around the region, will encourage exchanges of experience relating to technical cooperation, as well as provide interactive learning sessions. Using a brainstorming format, participants will discuss approaches to appraising and adjusting projects, the key components of new projects, and regional development priorities within the context of the vulnerability of their small-island host nations, with discussion of development projects that improve local diets and nutrition also scheduled to be high on the agenda. Officials at the TaiwanICDF say they expect the conference will represent a new milestone in Taiwan’s regional technical cooperation.
