Project Name:ICT Technical Cooperation Project (St. Vincent and the Grenadines)

Project Description:The Information Technology Services Division (ITSD) in the government of St. Vincent and the Grenadines (GoSVG) is the main ICT policy, advisory and technical maintenance services provider to the GoSVG, but the division does not have a clean e-Government development action plan and shortage of highly skilled personnel. Meanwhile the GoSVG still had a lot of paper based processes and were not leveraging tech at all. The GoSVG hope can reduce paperwork requirement enables government to improve the efficiency of each of these processes.

In order to efficiently assist the GoSVG to develop e-government systems, establish a pool of local personnel with ICT-related skills and improve the utilization of software and hardware, the project will provide technical assistance (including for software and hardware), build capacity and transfer know-how. This project involves the following main components:

  1. Develop the National ICT Center as a Focal Point for National E-Government Strategy:(1) Assist the GoSVG to establish and operate a National ICT Center (“the Center”).
    The Center will function as a training institute and serve as a platform from which to plan and integrate e-government initiatives.(2) Raise the ICT-related expertise of public servants in St. Vincent and the Grenadines, particularly in their use of technical applications, by developing and introducing e-government applications and organizing associated training courses.
  2. Raise Efficiency of Public Administration and National Competitiveness:(1) Provide assistance to the GoSVG to draft preliminary plans for e-government systems; develop an environment suitable for the operation of electronic applications and then introduce administrative and management application systems, thereby boosting the transparency of public information and raising administrative efficiency.(2) Train seed instructors, who will go on to boost the understanding of ICT among government officials and the public, thereby raising national competitiveness.
  3. Transfer the Comparative Advantages of the Taiwanese ICT Sector and Provide Opportunities for Cooperation in the Private Sector:
    1. Draw on Taiwan’s own successful experience of e-government to export and then cultivate the IT-enable Services (IteS) sector within St. Vincent and the Grenadines. Such cooperation will allow Taiwanese companies to link with local companies and collaborate in creating new business opportunities.
