Project Name:Health Information Management Efficiency Enhancement Project in Paraguay (Phase 3)

Project status:Projects in Operation

Project Description:

 

The TaiwanICDF has been working with Paraguays Ministry of Public Health and Social Welfare (MPHSW) since 2016 to develop a health information system (HIS) and introduce it to 302 medical institutions. The HIS data has covered 58% of the Paraguayan population. As the Phase 1 and Phase 2 projects achieved outstanding performance, the TaiwanICDF has been working with MPHSW to expand the project to increase HIS coverage to 100%. The project contents include:

1. Enhance the capabilities of the central and regional HIS implementation and operation teams

2. Enhance the level of informatization and management efficiency of central and various levels of health units (including health institutions)

3. Continuously operate and optimize the HIS to meet the needs

Implementation Start Date:2024-01-01

Implementation End Date:2028-12-31

Project Objectives:

1. Enhance the capabilities of the central and regional HIS implementation and operation teams

(1) Strengthening the central and regional HIS team functions

A. Invite 1-2 central HIS team officials to visit Taiwan each year to understand the situation of healthcare informatics in Taiwan.

B. Assist in training 4 information personnel for system maintenance and promotion.

(2) Strengthening the regional HIS team functions

A. Train at least 1 information technology personnel, 1 coordinator, and 1 seed instructor from 18 provincial health authorities to be responsible for system implementation in each region, with a total of at least 54 training opportunities.

B. Organize 5 HIS achievement and information management conferences.

2. Enhance the level of informatization and management efficiency of central and various levels of health units (including health institutions)

(1) Continuously introduce HIS to healthcare institutions at all levels

A. Introduce HIS inpatient system to 80 health institutions

B. Supervise regional HIS implementation teams to introduce HIS outpatient system to at least 1,000 health institutions with the necessary infrastructure.

(2) Strengthen the management capabilities of central and various levels of health units (including health institutions)

A. Install a total of 110 management data dashboards at central and various levels of regioal health authorities (including health institutions) at all levels by which the supervisors are able to monitor the real-time hospital operations, identify problems, and resolve them promptly.

B. Train at least 1,000 healthcare institution administrative personnel to generate various hospital management reports by using HIS.

C. Have the central server management system producing a quality statistical report monthly to monitor system operation.

3. Continuously operate and optimize the HIS to meet the needs

(1) Continuously add system functionality based on the needs and introduce data science techniques

A. Use the intelligent analytical software to develop 50 types of visualization on data dashboards

 

(2) Continuously optimize system operation efficiency

A. Enhance system data exchange, backup, and data security protection based on the needs, and complete a system management and operation manual.

B. Operate the HIS servers of 84 health institutions nationwide.

Implementation Arrangement:

Members of the Project will provide technical assistance and assistance for capacity building

Current Progress:

To the end of June 2024, the following activities have been carried out:

  1. Held 2 HIS online training.
  2. Introduced HIS inpatient system to 14 health institutions.
  3. Introduced HIS outpatient and emergency system to 176 health institutions.
  4. Installed 70 management data dashboards at central and various levels of regional health authorities.
  5. Provided training for 305 hospital management personnels on utilizing the HIS to generate management reports.
  6. Developed 28types of visualization on data dashboards.
  7. Managing the HIS servers of 84 health institutions nationwide.
