TaiwanICDF’s assistance of vulnerable women in friendly countries yields fruitful results, strengthening post-pandemic women's economic empowerment.

As part of the TaiwanICDF project "Assisting the Economic Empowerment of Women in Latin America and the Caribbean during the COVID-19 Pandemic" a regional forum was held about "Post-pandemic Socio-economic Development Challenges and Prospects for Women in South America" on 20 September 2022 in Paraguay, South America, inviting Paraguayan ministers Celina Lezcano of the Ministry of Women and Carla Bacigalupo of the Ministry of Labor, Adriana Casati, Deputy Representative of USAID Paraguay, Andrea Echauri, Senior Advisor of Plan International, and Annie Chang, Director of the With Little Red association from Taiwan, to attend the meeting, together with local institutions in Paraguay (Paraguay Foundation/Association of Entrepreneurs/Association of Small and Medium-sized Enterprises of Asunción/Association of Women Entrepreneurs/Moises Bertoni Foundation) and representatives of women's issues in Taiwan’s friendly partner countries of South America targeting the employment plight of women in the region. More than 250 guests attended the event and public participation was expanded through online live broadcasts, with the participants of the forum affirming Taiwan's achievements in friendly countries of Latin America and the Caribbean promoting women's economic empowerment, enhancing post-pandemic economic recovery and women's rights, and strengthening the resilience and sustainable growth of women's micro, small and medium-sized enterprises. 

In the case sharing section of this forum, Jessica Gabriaguez, a Paraguayan woman who was formerly a fashion designer, said that her clothing store could not operate normally due to the pandemic and her family’s income fell sharply; fortunately, the TaiwanICDF project in Paraguay provided real-time operational capacity building and seed funds enabling the store to operate normally and maintain the family livelihood again. Additionally, in order to help vulnerable women gain access to employment opportunities, the TaiwanICDF project provides the Hace Soluciones Group, a Paraguayan social enterprise, with operational counselling services and seed funds to enable the targeted enterprises to hire more vulnerable women as domestic helpers or cleaners, increasing the employment resources for vulnerable families while taking into account the safety of their working environments. The project "Assisting the Economic Empowerment of Women in Latin America and the Caribbean during the COVID-19 Pandemic" currently supports 3,610 women in vocational skills training and 1,221 MSMEs in eight friendly countries in the region, aiming to increase women's employment and entrepreneurship rates in friendly countries, effectively promoting women's empowerment and post-pandemic economic recovery throughout Latin America and the Caribbean.
