International Cooperation and Development Fund and CRS Philippines work together to assist the 2021 Philippines Typhoon Rai (Odette) affected households re-establish livelihoods activities

In response to the damage caused by Super Typhoon Rai, locally known as Odette, that hit the central-southern Philippines, specifically the Visayas and Mindanao Islands in December 2021, the International Cooperation and Development Fund (TaiwanICDF) has worked with Catholic Relief Services (CRS), an United States-based international non-governmental organization, to implement the Southern Leyte Typhoon Rai Livelihoods Early Recovery Support project in the Philippines. The project, which kicked off on 16 May 2022, assists vulnerable households affected by the typhoon in Southern Leyte in restoring their livelihoods.

The Philippines suffered a total of 15 typhoons last year, with Super Typhoon Rai causing the most severe damage. Nearly 3.2 million people were displaced and 2.2 million laborers affected, and damage to the agriculture and fisheries sectors was estimated at US$266 million. In the same month, the Philippine government declared a state of calamity in six severely damaged regions for a period of one year. Southern Leyte is one of the hardest hit areas with an estimated 28,650 households in need of humanitarian assistance to protect their livelihoods. The program, in cooperation with CRS, will screen and select 340 vulnerable households in Padre Burgos and Tomas Oppos, in Southern Leyte, then provide them with livelihood technical skills training, basic business planning and family preparedness planning, and livelihood restoration cash support in the amount of PHP15,000 (US$287) per household to purchase materials or pay for the restoration of their livelihood activities. The total number of beneficiaries of this project is about 1,700 people. The TaiwanICDF hopes to gradually assist the typhoon-affected vulnerable households to restore their livelihoods.

In recent years, The TaiwanICDF has accumulated a wealth of experience in cash assistance in the field of humanitarian assistance and will invite cash assistance experts from the Norwegian Refugee Council to jointly visit the project sites and provide advice to the implementation. In addition, the Taipei Economic and Cultural Office in the Philippines will be invited to join in the project activities, where appropriate, to deepen participation and reinforce the image of Taiwan as a humanitarian aid provider.
