Project Description:

Bangli and Badung counties in the Indonesian province of Bali lack the overall planning capacity necessary for the development of unique local industries, and local farmers’ techniques are insufficient to produce crops that would support the development of large-scale agricultural production. This One Village, One Product Agribusiness Project will enhance local farmers agricultural production techniques and introduce OVOP concepts suited to the development of Badung and Bangli counties so as to assist in and promote the development of unique local industries.


Bangli and Badung are at different levels in terms of the development of unique local industries. Large-scale production of citrus fruits is under way in Bangli, and the county only lacks for capacity in food processing, packaging design and marketing; in this case, OVOP concepts can be applied to the project directly. Large-scale crop production is not present in Bandung, and therefore activities need to start with improvements to farmers’ cultivation techniques. OVOP concepts will not be introduced until production has been scaled up to a certain degree.


Overall, the project will:

  1. Provide guidance to citrus production and marketing groups and introduce concepts associated with the development of unique local industries.
  2. Establish citrus cultivation and management technologies and farming systems and data.
  3. Build project implementation capacity among units and personnel in Bangli.
  4. Develop citrus products and integrate local culture into the design of product packaging.
  5. Establish technical information relating to asparagus cultivation, and management techniques and farming systems for other vegetables.
  6. Provide guidance to production and marketing groups for asparagus and other vegetables, and introduce concepts associated with the development of unique local industries.
  7. Build project implementation capacity among units and personnel in Badung.

Project Objectives:The objectives of this project are:

  1. Provide consultations to seven orange production and marketing organizations and five asparagus production and marketing organizations operating under OVOP project structure; in cooperation with the Ministry of Cooperatives and Small and Medium Enterprises (KUKM), build agribusiness systems and thereby develop Bangli regency into a professional orange production area and Badung regency into a professional asparagus production area.
  2. Provide guidance on orange cultivation over 70 hectares and asparagus cultivation over 50 hectares: improve cultivation techniques, increase the quality of produce and stabilize yields.
  3. Organize 22 training courses (for the benefit of 440 participants), 16 demonstrations (for the benefit of 360 participants) and 16 exhibitions (for the benefit of 2,400 participants) relating to orange and asparagus cultivation.
  4. Develop Bangli regency into the “home” of orange production and Badung regency into the “home” of asparagus production; transfer a model for developing distinctive local industries to the Indonesian government.

Current Progress:

To the end of March 2015, the following activities have been completed:

In 2011:

  1. Cultivated 136,380 asparagus seedlings and 246,510 other vegetable seedlings.
  2. Provided guidance to asparagus production and marketing groups in producing 4,796 kg of asparagus and 21,577 kg of other vegetables.

In 2012:

  1. Cultivated 239,640 asparagus seedlings.
  2. Provided guidance to orange production and marketing group in producing 79,129 kg of oranges and to asparagus production and marketing groups in producing 17,272 kg of asparagus.
  3. Collated citrus pest illustrations, pesticide application manuals and citrus cultivation management manuals.
  4. Established SOP relating to nursery management, field transplantation, field management and harvest quality control standards for asparagus and other vegetables.
  5. Carried out investigations into cultivation sites and areas, yields, types of sales channel and prices for the ‘Siam’ citrus cultivar in production areas in Bangli.

In 2013:

  1. Organized one course on the development of unique local industries for both citrus and asparagus.
  2. Developed four citrus-themed products and finished collecting data and drafting drawing for packaging designs based on local stories.
  3. Developed trial sales channels for five orange products; developed 25 asparagus marketing channels.
  4. Cultivated 445,390 asparagus seedlings.
  5. Provided guidance to asparagus production and marketing groups in producing 40,182 kg of asparagus.

In 2014:

  1. Cultivated 425,460asparagus seedlings.
  2. Developed trial sales channels for 5 orange products; developed 25 asparagus marketing channels.
  3. Provided guidance to asparagus production and marketing groups in producing 49,818kg of asparagus.

In 2015:

  1. Cultivated 24,700 asparagus seedlings.
  2. Provided guidance to asparagus production and marketing groups in producing 16,404 kg of asparagus.
  3. Held three exhibitions of processed asparagus and citrus products.

Projected Benefits:

  1. Introduce modern agricultural techniques and increase productivity and the quality of produce, cultivating produce worth US$200,000. Cooperate with the KUKM to develop Bangli regency into a professional orange production area and Badung regency into a professional asparagus production area.
  2. Raise profitability and promote rural economic development.
  3. Organize orange and asparagus exhibitions for the benefit of 2,400 visitors, training courses for 440 participants, demonstrations for 360 participants, and provide consultation services on orange and asparagus cultivation to 200 farmers.
  4. Provide training to seven counterpart personnel, edit two technical manuals on the cultivation and management of oranges and asparagus, and provide consultation services to 12 production and marketing organizations so that they can be operated and managed independently.
  5. Establish tourist and leisure farms in both orange and asparagus production areas and integrate the OVOP project with local tourist operations to transform Bangli and Badung regencies into tourist destinations.
