Secretary General of the International Cooperation and Development Fund (TaiwanICDF), Amb. Timothy T. Y. Hsiang, and Director-General of the Central Weather Bureau of the Ministry of Transportation and Communications, Ming-Dean Cheng, signed a Memorandum of Cooperation on August 18, 2021. In order to utilize weather information in preventing and reducing disasters and maintaining social and economic stability, the cooperation will expand the application and popularity of meteorological information in foreign aid projects through innovative technology. The integration of meteorological technologies will improve the TaiwanICDF’s level of technical assistance, and also promote Taiwan’s diversified weather service industry to the world.

Through the cooperation, the TaiwanICDF aims to use numerical forecasting technology to help partner countries improve efficiency of weather data processing, and expand the application of weather information in natural disaster prevention and agriculture. Furthermore, the local Taiwan Technical Missions will promote smart application technology and assist in capacity building to prevent disasters for local people. In addition to reducing the loss of people’s lives and property caused by disasters, these measures can also decrease the social costs of post-disaster construction and demonstrate the specific benefits of TaiwanICDF technical cooperation projects.

According to the scientific report issued by the United Nations Intergovernmental Panel on Climate Change (IPCC) in August, global warming has caused irreversible and lasting effects. Extreme weather, natural disasters, rising sea levels and other events affect all countries in the world, highlighting the importance of adaptation.

In order to strengthen the climate change resilience of partner countries and reduce the loss of life and economy caused by natural disasters, the TaiwanICDF has introduced meteorological science into foreign aid projects in recent years. Projects include the St. Kitts and Nevis Enhancing Agricultural Adaptive Capacity to Climate Variability Project, Belize Urban Resilience and Disaster Prevention Project, Honduras Forest Pest Management Project, and Capacity Building of Flood Early Warning Project in Nicaragua. In the future, meteorological applications will be further expanded to the Guatemala Disaster Prevention Project as well.

The TaiwanICDF is the professional foreign aid agency of Taiwan, and the Central Weather Bureau is the government agency in charge of national meteorological services. The joint efforts of both parties will have a multiplier effect and implement the concept of "Taiwan Can Help, and Taiwan is Helping!" in partner countries. The substantive cooperation will expand the international network as well as strengthen the effectiveness of assistance. The TaiwanICDF will continue to respond to the specific needs of partner countries to achieve the United Nations Sustainable Development Goals together.
