Digital Transformation of Transportation Services: TaiwanICDF Aids Belize in Enhancing E-Government

The Belize Motor Vehicle Registration and License System Project, jointly promoted by the TaiwanICDF and the Belize government, held the results presentation and handover ceremony on June 23. Ambassador of the Republic of China (Taiwan) to Belize David Kuan-Chou Chien and Belize Prime Minister John Briceño opened the ceremony and welcomed Minister of Youth, Sports and E-Governance Kevin Bernard and Minister of Public Utilities, Energy, and Logistics Rodwell Ferguson.

Prime Minister Briceño expressed his gratitude to the Taiwanese government and the 32-year bilateral cooperation for yielding fruitful results to the benefit of both countries. E-government services are in line with the national digital policy, and electronic systems aim to make every citizen's life better and safer. This project is an important step in the right direction, showing people across the country that e-governance can indeed affect and improve lives, and highlighting the effectiveness of public services.

Utilizing Taiwan's advantages in telecommunications technology and the TaiwanICDF's experience in implementing ICT development projects globally, the project assisted Belize in creating a national integrated and centralized transport system. The new system successfully integrated the business of seven supervision stations across the country, and further connected the traffic system information of nine local governments to provide cross-regional and online services for the public. As a result, the system has greatly reduced the waiting time for driver's license applications, streamlined data verification and validation, and significantly improved the efficiency of driver's license issuance. The driver’s license administered by Belize's central supervision station has evolved from a fragile paper version to an anti-counterfeiting driver’s license card. The total number of licenses issued so far exceeds 55,000.

The national integrated and centralized transport system serves as a joint operation platform for supervision station personnel. More than 30 personnel go online at the same time every day to provide traffic supervision services for the people of Belize. Every month, an average of over 2,400 driver's licenses are issued and 1,800 vehicle registration and change services are processed. The system also collects and updates local government supervision station data and customs department vehicle import and export data. Now more than 340,000 pieces of data have been consolidated for decision-making applications. This year Belize also introduced several security and anti-counterfeiting measures from Taiwan for car lease certificates, which will soon be reissued nationwide. In the future, the TaiwanICDF will echo the Prime Minister’s governance philosophy and continue to use our experience to assist Belize in promoting the development of electronic government and improve the lives of the people in the country.
