In order to integrate Taiwan's professional technologies and technical skills to assist partner countries in improving national disaster mitigation and adaptation capabilities, the International Cooperation and Development Fund (TaiwanICDF) signed a Memorandum of Cooperation with the National Science and Technology Center for Disaster Reduction (NCDR) on May 14, 2020. In the future, TaiwanICDF and NCDR will jointly utilize Taiwan’s advanced technology to assist partner countries in building disaster prevention capabilities through information exchange, technical cooperation, and capacity building.

At the 2019 Global Platform for Disaster Risk Reduction, the United Nations Disaster Risk Reduction (UNDRR) noted that as the frequency of extreme climate events and the number of climate refugees continues to increase, global economic losses caused by natural disasters has reached 500 billion US dollars. Facing increasingly serious natural disasters, as a professional foreign aid agency in Taiwan, TaiwanICDF has received disaster prevention assistance requests from our partner countries such as Belize, Nicaragua, and Saint Kitts and Nevis in recent years, and continues to respond to their needs through developing different types of projects in areas such as urban resilience and disaster prevention, and enhancing adaptive capacity for projects on climate variability and natural disaster resilience. In addition, Southeast Asian countries including Indonesia and Nepal are also frequently hit by natural disasters such as earthquakes and tsunamis. The scales of these natural disasters are usually immense and have a severe impact on economy, society, and environment. TaiwanICDF has been upholding the humanitarian spirit by cooperating with international organizations to promote post-disaster reconstruction projects such as water and sanitation hygiene projects in disaster-stricken areas to help affected communities strengthen their resilience to disasters.

In the face of the impact and evolving risks of climate change, the analysis of disaster risk and extreme climate events is of great importance. Only by fully integrating scientific research, data analysis, and technological capabilities can we predict future disaster trends, effectively manage disaster risk, and reduce the impact of climate change accordingly.

NCDR is an important promoter of scientific and technological research and development related to disaster prevention in Taiwan. With a wealth of talents and advanced technologies, NCDR is dedicated to improving the efficiency of disaster prevention and management in Taiwan through data integration, information value addition, and data visualization, and is also the preferred partner for many international disaster prevention organizations. Through combining the rich experiences of both NCDR and TaiwanICDF, we will jointly assist Taiwan’s partner countries to improve their national capabilities on disaster adaptation and prevention, as well as post-disaster recovery.

As natural disasters intensify and climate emergencies are imminent, the issue of disaster prevention has become a priority cooperation issue for every country under the global and regional framework. Through this Memorandum of Cooperation, TaiwanICDF and NCDR will integrate Taiwan’s disaster prevention technology and utilize their extensive experience to assist our partner and like-minded countries in cultivating talents for disaster prevention. Additionally, they will build a resilient disaster prevention system and jointly promote international disaster prevention cooperation projects, showing the world Taiwan’s contribution on disaster management issues.
