The International Cooperation and Development Fund (TaiwanICDF) participated in a press conference held by the Central American Bank for Economic Integration (CABEI) in Honduras on October 15, 2019. The event presented the results of the CABEI Technological and Vocational Education and Training Student Loan Fund and the TaiwanICDF TVET Technical Assistance Fund (together referred to as the TVET Program), showcasing the outstanding accomplishments of the program and the close relationship between the TaiwanICDF and CABEI.

The TaiwanICDF and CABEI worked together on the establishment of the TVET Program. Drawing on Taiwan’s years of experience in student loan schemes, CABEI has successfully introduced student loan products into Central America. By assisting students in need of financial support with access to finance, the Program provides greater opportunities for young people to receive vocational education and technical training, and ultimately will lift the level of vocational education in the countries of this region. Through this Program, CABEI is able to realize its goal of "Human Development and Social Construction" by supporting human resource development and improving quality of life. For the TaiwanICDF, this Program demonstrates the synergy created by integrating capacity building into development projects.

“I am pleased to see that our collaboration with CABEI has shown good results,” said Ingrid Y. W. Hsing, Ambassador of the R.O.C. (Taiwan) to Honduras, in her opening speech. “The Program boosts the development of human resources in Central America.” Nadia Baldelomar Leclai, CABEI Executive Vice President ad interim, also mentioned that the Central American region faces many challenges in the development of technical education, and thanked the TaiwanICDF for jointly promoting the development of human resources in the region. The Program has generated demonstration effects and also strengthened the mutual relationships between the two organizations.

Nadi Mazzoni, a Honduran beneficiary student of the Program, is particularly grateful to the TaiwanICDF for helping her complete higher education and granting her a prominent future. Irene Rojas de Franco, president of Thomas More University in Nicaragua, also emphasized that there was no such loan product helping poor students before the Program. The Program reduces students’ financial burden and allows them to continue their studies. In addition, she also thanked the TaiwanICDF for funding the technical assistance for improving curriculum designs, which has contributed to increasing the enrollment and bringing positive benefits to the development of vocational education. Yi-Jung Chen, senior specialist of the TaiwanICDF, expressed that the TaiwanICDF looks forward to further cooperation with CABEI on improving the education sector in Central America.

CABEI is a multilateral development bank in Central America. It was established to facilitate regional integration and economic development in the region. In 1990, Taiwan joined CABEI as a member country outside the region. Since then, the TaiwanICDF and CABEI have cooperated on a number of financing and technical assistance programs based on mutual priority areas, achieving significant outcomes in promoting regional development and improving people's quality of life.
