TaiwanICDF supports upgrading of hospital to safeguard health of nearly 270,000 people in Nicaragua

A modern public hospital will be available in the Department of Nueva Segovia, Nicaragua!

The new department-level hospital, to whose feasibility studies and detailed design the TaiwanICDF contributed, is under construction and expected to be completed in 2021.

The Department of Nueva Segovia is located in the so-called “dry corridor” of the country, with more than 80 percent of the population classified under medium to high and extreme poverty. Established in 1943, the department-level public hospital, Alfonso Moncada Guillén Hospital, has been unable to respond to the increasing demands of health care in the region due to inadequate space and equipment.

Long-awaited by the people in Nueva Segovia, the replacement of the hospital was launched by the Government of Nicaragua in 2012. In 2015, with financial support from the TaiwanICDF Fund for Consulting Service which is funded by the TaiwanICDF and administrated by the Central American Bank for Economic Integration, a Taiwanese architectural firm, EDS International, was awarded the feasibility studies and detailed design of the new hospital through an international competitive bidding process.

This is the TaiwanICDF’s first hospital planning and design project implemented by Taiwanese experts, providing a manifestation in a different aspect of how Taiwan can help in achieving health for all.

The studies by the consultants showed that youth under the age of 19 and women make up the majority of the population of the Department of Nueva Segovia; the most common causes of morbidity and mortality in the region are diseases related to pregnancy and parturition, neonatal conditions and chronic diseases (such as respiratory infections and cardiovascular diseases). Therefore, the new hospital will have enhanced capacity in obstetrics, gynecology and pediatrics. Also, the hospital will be well equipped in the diagnosis and laboratory department to provide varied and accurate tests and services to support doctors in making correct clinical decisions.

As to the architectural design, the new hospital will adopt green and energy-saving concepts, such as high central hallways, atriums and outer courtyards to provide natural ventilation and lighting and create a comfortable medical environment. It also utilizes solar panels and energy-saving lighting and equipment to minimize energy consumption, so as to reduce the operating and maintenance costs. The inpatient and outpatient areas are well placed and separated to optimize the traffic flow. Some space is left for possible expansion in the future.

An agreement was recently signed by Ambassador Jaime Chin-Mu Wu to Nicaragua, on behalf of the TaiwanICDF, Deputy Minister of Finance Mr. José Adrián Chavarría Montenegro, and CABEI Country Manager of Nicaragua Mr. José Alberto Navarro Rodriguez, to officially authorize the Government of Nicaragua to utilize the results of the feasibility studies and detailed design for building the new hospital.

With funding from the Inter-American Development Bank, the new department-level hospital is currently under construction. It will serve as a teaching hospital as well the support of primary hospitals, health centers and health stations in the Nueva Segovia, providing more comprehensive health care services to the department and safeguarding the health of nearly 270,000 residents.
