Project Description：

Paraguay is a landlocked country and there are few aquatic products. Since very little terrain is given over to aquaculture, most aquatic products are imported. This project will establish a fish farming center at Eusebio Ayala farm and support farmers to initiate freshwater aquaculture operations.
Overall, this project will:
1. Establish Eusebio Ayala Aquaculture Center, including an office, storage facilities, training classrooms, dormitories and ponds for fry, brood fishes and adult fishes.
2. Produce male-monosexual tilapia fry and screen broodstock fishes.
3. Cooperate and hold training sessions with the Ministry of Agriculture and Livestock and the Universidad Nacional de Asunción.
4. Train technicians from the Ministry of Agriculture and Livestock to conduct on-site operations.

Project Objectives：

1. Cooperate with the government of Paraguay and the Social Action Department (SAS) to promote cross-sectoral projects in the agriculture-livestock industry and assist people from low-income households to improving their quality of life and increase their protein intake.
2. Establish the Eusebio Ayala Aquaculture Center and reproduce 2,200,000 male fry, in order to reduce reliance on imports and associated expenditures.
3. Provide technical support to local fish farmers and organize production and marketing cooperatives to increase production efficiency; in turn, reduce the price of fish-based products and boost the consumption of fish among the local community.
4. Expand the aquaculture sector into all regions in Paraguay by training technicians and extension workers from the Paraguayan government; publish five aquaculture handbooks.

Project Performance：

1. This project will yield annual sales of US$60,000 from the production of male tilapia fry. By providing these fry to fish farmers, the total value of yields will reach US$1,260,000. The four-year value of yields of fry and adult fishes will reach US$5,000,000.
2. The Eusebio Ayala Aquaculture Center will provide tilapia fry to impoverished families and those in remote districts family to initiate freshwater aquaculture operations. Such fish will provide essential protein and reduce government expenditure on health care. These operations will also increase employment opportunities for local families and stabilize the price of aquatic products.
