Project Name:St. Kitts and Nevis Land Administration Information System Project

Project status:Completed projects

Project Description:

In order to revitalize land use for the purpose of economic development, the Government of St. Kitts and Nevis has encouraged land investments and transactions since 2009. However, the land administration system at the time was inefficient and land transactions were lengthy and time-consuming, which limited the government’s efforts to boost activity in this area. As a result, the Ministry of Justice, Legal Affairs and Communications proposed the Land Registry Bill in 2016 to create a separate land registry, and with a view to draw on the Republic of China’s (Taiwan) experience of promoting land registry services through ICT infrastructure to improve administrative efficiency in St. Kitts and Nevis.
An on-site visit revealed the core issue of the project to be the government’s inability to improve administrative efficiency due to a lack of ICT infrastructure. Problems include: (1)the existing land registry operations are in paper form, which makes it difficult to track current case status and increases the risk of loss or damage to documents, and the lack of standardization in the land registry system also negatively impacts the exchange of data between government entities; (2)there are no standard operating and inspection procedures for land survey and cadastral mapping, with only a small number of the cadastral maps required for land transactions in digital format; (3)the Information Technology Department lacks the technical capacity for the development and maintenance of an electronic system, which limits the possibility of promoting e-government services and maintaining an e-government system.
In order to bring technological solutions to the current land registry system, the project will implement a Land Administration Information System. The functional modules will include land registration, case management and system management. The target goal is to shorten the time to process land transactions to three months or below.

Project Objectives:It assists St. Kitts and Nevis to gradually integrate land management services and improve government efficiency in handling cases and implementing ICT infrastructures for operations and process control, thereby elevating public satisfaction and protecting public property rights.

Executing Agency:

Nevis Taiwan Technical Mission in Saint Kitts and Nevis / Ministry of Justice, Legal Affairs and Communications of St. Kitts and Nevis 

Current Progress:

To the end of June 2022, the following activities have been completed:
1. Completed the signing of the Land Administration Information System Project between the Government of St. Kitts and Nevis and the government of the Republic of China (Taiwan).
2. Completed the tender process for implementation.
3. Completed interviews with departments related to land registry administration in St. Kitts and Nevis.
4. Completed the system module development, user tests and system correction.
5. Completed arrangements for two civil officers from St. Kitts and Nevis to come to Taiwan for Land Administration Information System training.
6. Completed 60 hours training of ISO/IEC 27001 Information Security Management System and assist the ICT center to receive the ISO 27001 certificate.
7. Trained the seed IT staff of the land registry administration in St. Kitts and Nevis to use the system.

8.Completed the trial operation of the Land Administration Information System (LAIS).

9. Completed the handover of the LAIS and related quipment to maintain the operation of the system.

Project Performance:

1. Outcome: Establish a land administration information platform and shorten the time it takes to process land transactions to three months.

2. Output:
(1) Establish a land administration system
i. Establish land case registry and management module.
ii. Establish electronic database for land data and data exchange mechanism.
iii. Convert land property information into electronic format. iv.Establish website for queries on land case progress.
(2) Strengthen land measurement techniques
i. Hold one GIS land measurement capacity building course, and train four specialists in land measurement.
ii. Develop land measurement standard operating procedures.
iii. Develop land measurement standard inspection procedures.
(3) Enhance capacity in system maintenance and information security i. Organize three information systems development capacity building courses.
ii. Train two system management and maintenance specialists.
iii. Establish information security system and plan information security training courses, and train two internal auditors.
