At the 71st World Health Assembly, the International Cooperation and Development Fund (TaiwanICDF), in collaboration with the Ministry of Foreign Affairs and Ministry of Health and Welfare, hosted the forum “Strengthening Health Care System in Partnership with the TaiwanICDF” on May 23 at the InterContinental Geneva. Minister of Health and Welfare Hon. Shih-Chung Chen delivered a featured address at the forum, which was chaired by Dr. Pai-Po Lee, deputy secretary general of the TaiwanICDF. A total of 50 honorable guests including delegates and health ministers from 12 countries, delegates from international non-governmental organizations and our domestic NGOs took part in the meeting to witness the achievements of the Republic of China (Taiwan) in international cooperation in public health and medicine.

The TaiwanICDF is the professional development assistance agency set up by the government and public health and medicine is one of its five operational priorities. The meeting showcases how the TaiwanICDF integrates Taiwan’s experience in public health and medicine by aligning with international trends, drawing on Taiwan’s comparative advantages, integrating public and private sector resources, and strengthening partnerships. The meeting also highlights how the organization collaborates with Taiwan’s medical institutions to assist partner countries to achieve Sustainable Development Goal 3, to ensure healthy lives and promote well-being for all at all ages. Projects related to chronic kidney disease (CKD) prevention and control and enhancing hospital management through health information systems (HIS) served as examples to display the TaiwanICDF’s model of cooperation and achievements.

In the session on CKD prevention and control, Hon. Eugene Alastair Hamilton, minister of Agriculture, Health, National Health Insurance, Human Settlement, Community Development, Gender Affairs, Social Services, Cooperatives and Lands of St. Kitts and Nevis, gave a presentation on the Capacity Building Project for the Prevention and Control of CKD in St. Kitts and Nevis. The project, implemented in collaboration with the TaiwanICDF and Taipei Veterans General Hospital, has brought positive impacts on CKD prevention and control by means of strategic planning, capacity building of professional staff, and health education. In addition, Dr. Yu-Sen Peng, chief of Department of Internal Medicine of Far Eastern Memorial Hospital, shared Taiwan’s experience in CKD prevention and control. The project manager of the Capacity Building Project for the Prevention and Control of Chronic Renal Failure in Belize dispatched by the TaiwanICDF presented the project’s achievements through public private partnership.

For the session on HIS, Dr. Charles Chih-Ho Liu, vice director of Information Technology Department of Cathay General Hospital (CGH), shared the experience of CGH in developing HIS. The project manager of the Health Information Management Efficiency Enhancement Project in Paraguay dispatched by TaiwanICDF presented the project’s achievements in improving hospital management efficiency by using HIS. Moreover, Minister of Health and Social Welfare of Paraguay, Hon. Carlos Ignacio Morínigo Aguilera, was invited as the commentator. The minister expressed his gratitude to the TaiwanICDF and CGH for implementing the project and emphasized the importance of HIS, which can improve the productivity and management of the hospital and enhance the delivery of health care services and decision-making. For instance, after implementation of the project, the average patients treated per day increased by 80 percent and the average waiting time for a patient was reduced by 50 percent.
