Founding Principles
In its pursuit of international cooperation, and to advance the Republic of China’s diplomatic interests, the founding principles of the TaiwanICDF require the organization to pursue a mission of “working for humanity, sustainable development, and economic progress.”

Legal Status
In accordance with the Statute for the Establishment of the International Cooperation and Development Fund, the TaiwanICDF is registered as a consortium juridical person.

Sources of Funding
The TaiwanICDF was established with an initial endowment of NT$11.6 billion, which was the net value of the funds in possession of the International Economic Cooperation Development Fund at the time of its dissolution. Sources of funding include the general fund, interest, returns on investments, and income from commissions by the government or other institutions. As of December 31, 2020, the total balance of all funds was NT$15.47 billion.

In 2020, the total budget for Taiwan’s international cooperation and development affairs meeting the OECD’s definition of official development assistance (ODA) was NT$14.31 billion. Of this, the TaiwanICDF was commissioned by the Ministry of Foreign Affairs (MOFA) to handle overseas technical cooperation affairs for which actual implementation expenditures were NT$1.2 billion. We also utilized NT$290 million from our own Fund toward operational expenditures. Expenditures for MOFA-commissioned work and operations funded by our own Fund came to approximately NT$1.49 billion.
