Project Description：

Belize’s Department of Transport though the Central Information Technology Office (CITO) have requested assistance from the Taiwanese government for a Belize Motor Vehicle Registration and License System (BMVRALS) Project, with the objective to access information management electronically in the field of transportation to improve Belize’s transport services and issues.

The project is expected to establish a “Motor Vehicle Services Platform” and reform the transport services and business processes by digitalizing paper records and introducing audit mechanisms. The project will assist the Transport offices of Belize to establish a centralized database that will facilitate the storage, integration and exchange of data and will assist the overall development of transport services.

Project Objectives：

1. Transport project development strategies.
2. Establish an integrated Transport System to process driver’s licenses, vehicle licenses, learner’s permits, vehicle registration, traffic tickets and revenue collection.
3. Establish standard operating procedures for system management and maintenance.
4. Capacity Building for system developers and seed trainers.

Current Progress：

Project Performance：

1. Completed design and development of driver license system, includ the funtion of vehicle registration, vehicle transfer and vehicle license renewal.
2. Integrated 8 municipalities traffic data, including: 42,769 vehicle records, 76,494 driver license records and 121,086 ticketing records.
3. Provided Driver’s Licenses services over 55,000 times, and assisted in public-private sectors cooperation between the Belize Government and the Taiwan company through which both parties signed a contract for driving license printing maintenance services and the deployment of driving license printing equipment in 7 offices of the Department of Transport.
4. Capacity build for management of driver license system.

Projected Benefits：

1. The project will develop countrywide transport Information Integration in Belize and solve the issues and limitation from paper work and cross-district services.
2. The project system will provide digital transport services and integrated transport information for relevant transport offices, departments and stockholders.
