Deputy Minister of MOFA assumes concurrent post as Secretary General of TaiwanICDF

On December 5 2007, the Board of Directors of the TaiwanICDF approved the appointment of Dr. Yang Tzu-pao as Secretary General of the organization. Dr. Yang will continue to fulfill his responsibilities as Deputy Minister of MOFA concurrently.

In order to fully utilize foreign aid resources, and accomplish its diplomatic mission, the TaiwanICDF has established a new mechanism, under which the Deputy Minister of MOFA will take on a joint role as Secretary General of the TaiwanICDF.

This is loosely based on the model of the U.S. Agency for International Development (USAID), for which the Under Secretary of State for Management serves concurrently as Administrator. A further instance of such a structure can be found in the example of the Mainland Affairs Council, where the Vice Chairman is also the General Secretary of the Straits Exchange Foundation.

Dr. Yang, who previously served as Secretary General of the TaiwanICDF from 2002-2004, has been Deputy Minister of MOFA from 2006. Prior to this appointment, he served as Representative of the Bureau de Representation de Taipei en France from September 2005 to September 2006. He was also Vice Minister of the Overseas Compatriot Affairs Commission from June 2004 to August 2005, and Deputy Mayor of Hsinchu City.
