Commissioned by the European Bank for Reconstruction and Development (EBRD), the TaiwanICDF commenced its six-day training seminar, the ICT Business Development Workshop, at the Grand Hotel in Taipei City on Nov. 28, 2005. The training seminar focused on the ICT business development of the Early Transition Countries of Kyrgyzstan, Moldova, Georgia and Kazakhstan. Fourteen participants from these European and Central Asian countries attended the ICT Business Development Workshop. Also in attendance were presenters, moderators and panelists from such countries as Australia, Japan and Britain.

The Senior Counselor to the President of the EBRD, Mr. Motoo Kusakabe kicked off the seminar's opening ceremony, while the ROC Deputy Minister of Foreign Affairs, Michael Ying-Mao Kau and TaiwanICDF Secretary General, Cheng-Chung Chen followed with opening remarks. An assemblage of more than 80 representatives from the academic, public and private sectors attended the opening ceremony and participated in the ensuing ICT Entrepreneurship Forum. Representatives of the public sector came from the Ministry of Economic Affairs' Industrial Development Bureau, Industrial Development & Investment Center, Small and Medium Enterprise Administration, International Cooperation Department, and Bureau of Foreign Trade. The Ministry of Foreign Affairs' Department of International Organizations and Department of European Affairs had representatives at the seminar as well. The Central, Eastern Europe and CIS Association of ROC was just one of the members of the private sector in attendance.

Starting with the ICT Entrepreneurship Forum on Nov. 28, the ICT Business Development Workshop training seminars related Taiwan's experience in ICT development with the participants from Eastern Europe and Central Asia. The participants in turn presented their nations' current states of ICT development, investment regulations and tax systems helping Taiwan ICT entrepreneurs to gain a better understanding of those ICT environments.
