It has become an international trend for governments around the world to digitize the public service in order to improve efficiency and optimize the use of human resources.


In September of this year, Taiwan delivered network equipment and 30 computers to Belize to help in the establishment of an information technology center in Belmopan, the capital city of Belize. The project, scheduled for the period July 2005 to November 2007, was sponsored by the R.O.C. Ministry of Foreign Affairs and the International Cooperation and Development Fund (TaiwanICDF), and executed by the National Yunlin University of Science and Technology. Its goal is to help the Belizean government advance its public service information system; thus furthering e-government and operational efficiency while bridging the global digital divide.


The first conference and the opening ceremony will be held on October 20th 2005. During the event, the director of the Computer Center at the National Yunlin University of Science and Technology Dr. Gu Tung-Ming, and the director of the Information Technology Department of the R.O.C. (Taiwan) Legislative Yuan Dr. Chen Si-Yang will introduce to Belizean officials e-government in Taiwan and the means of upgrading public service IT management. In addition, there are plans to hold in Belize five conferences about the field of information technology development and eight computer-training courses from 2005 to 2007.


In order to carry through the policy “reducing the digital divide in the international community” of the Executive Yuan, the TaiwanICDF has been running several IT assistance projects in Africa, the Asia-Pacific region, and Latin American countries. In 2005, the TaiwanICDF will establish three IT training centers in three Latin American countries: Belize, Panama and El Salvador.
