Project Description：Currently, government ministries of Saint Vincent and the Grenadines (SVG) process information through hard-copy printouts and manual delivery, which often cause loss of government information (documents) or delays in the delivery process. Meanwhile, the lack of a tracking mechanism and standard operating procedures also undermines administrative efficiency. In view of this, the government of SVG hopes to develop mechanisms and IT infrastructure for an Electronic Document and Records Management System (EDRMS) by drawing on Taiwan’s advanced information and communication technologies and successful experience in the planning and implementation of e-government. Appraisal found that the main challenge in improving the administrative efficiency of the SVG government lies in the lack of a digital system, standardized operating procedures, and a systemized management and auditing mechanism in the current government information mechanism. Therefore, importation of Taiwan's technologies will in fact meet the needs of SVG. In order to assist the SVG government to improve its administrative efficiency, this project aims to implement an EDRMS, integrated with a management and auditing mechanism. Priority will be given to the Ministry of Foreign Affairs, Trade, Commerce and Regional Integration, the Ministry of Finance, and the Service Commissions Department.
The main content includes:
1. Establishing an Electronic Document Management System and an information security management mechanism;
2. Developing an electronic document processing system and a certificate registration management system; and
3. Training of personnel on the promotion, management, operation and maintenance of such systems.

Project Objectives：Use Taiwan’s advantages in ICT and successful experience in developing electronic document systems to assist the government of Saint Vincent and the Grenadines to build an electronic document (e-document) system. The project aims to improve the government’s administrative efficiency, information transparency and quality of decision-making. Emphasis is placed on reliability and information security in the operations of the digital government. Therefore, a plan to establish a Public Key Infrastructure (PKI) was proposed to ensure that documents exchanged between offices are secured with information integrity, identity verification and authentication. By the end of this project, it is anticipated that the information system for document processing in the three designated departments of the SVG Government will achieve 100% utilization rate.

Project Performance：1.Completed PKI System and EDRMS System.
2.Completed the training which included PHP and PKI Lab training, PKI RA and CA training for administrator.
3.Achieved 100% utilization rate of the information system for document processing in the three designated departments of the SVG Government.
