Project Description：Agriculture is one of the important developing industries in Indonesia, and Bandung is one of the country’s key areas for agricultural development. The Indonesian government previously established a national agricultural training center in Lembang, known as the National Agricultural Training Center (NATC-Lemgang, or LNATC), for the purpose of counseling farmers in and around Bandung, and thereby establish agribusiness models that would raise revenues. At present, however, the LNATC still lacks counseling and training capacity, and so farmers cannot effectively be trained. As such, the Indonesian government hopes to use this project to improve counseling, helping farmers to improve their agricultural operations.

Project appraisal found that the main challenges for the LNATC in improving its counseling functions are the lack of:
1.Professional human resources.
2.Knowledge among extension officers as to the core elements of agricultural enterprise development.
3.Breadth and depth in the training courses on offer.
4.Post-counseling evaluation mechanisms, without which it has not been possible to measure whether counseling has actually helped farmers in raising revenues.

In order to assist the Indonesian government in improving the LNATC’s operational capacity, the main content of this project will include:
1.Strengthening the LNATC’s counseling abilities, improving existing counseling programs and strengthening teacher training.
2.Building a greenhouse and focusing on the production of healthy seedlings.
3.Enhancing the effectiveness of counseling by establishing a long-term monitoring and evaluation mechanism.

Project Objectives：1.Strengthen the LNATC’s counseling programs, training over 90 extension officers and 60 core participating farmers.
2.Strengthen the LNATC’s counseling programs, training over 30 farmers’ groups and more than 1,800 farmers.
3.Establish a long-term monitoring and evaluation mechanism for counseling programs, tracking more than 90 extension officers.

Current Progress：

To the end of December 2019, the following activities have been completed:

1. Constructed one collection center and 4 greenhouses.
2. Guided 30 farmers’ groups including 1,800 farmers.
3. Trained 60 core farmers and 90 extension workers of LNATC.
4. Completed a follow-up tracking system of LNATC’s training programs.
5. Established database of project benefited local farmers.

Projected Benefits：It is expected that the project will:
1.Strengthen the LNATC’s counseling abilities, improve existing counseling programs, improve healthy seedling production and strengthen teacher training.
2.Yield the construction of a greenhouse and a focus on healthy seedling production as a basis for the training of farmers, as well as establish a long-term monitoring and evaluation mechanism to enhance the effectiveness of counseling.
