TaiwanICDF and EBRD co-finance energy efficient street lighting in Almaty, the first municipal LED lighting project in the region

The TaiwanICDF and the European Bank for Reconstruction and Development (EBRD) together provides a loan of US$ 34 million to modernize the street lighting system in Almaty, the largest city in Kazakhstan. The loan agreement was signed in Almaty on 10th June by EBRD President, Sir Suma Charabarti and the Akim of Almaty, Akhmetzhan Yesimov, and Baurzhan Ibraev, Director of State Communal Enterprise Almaty Kala Zharyk. In his speech at the signing ceremony, Sir Suma expressed the appreciation for the contribution from the TaiwanICDF.

The loan funds will finance the capital investments of the project, which was designed with the consultancy services provided by a Taiwanese company, including new energy efficient light-emitting diode (LED) lamps, a control and monitoring system and the street lighting control center. It is anticipated to achieve an estimated annual 14,900 tonnes of CO2 reduction, and to bring down energy consumption and maintenance costs significantly through the project which should provide strong demonstration effect in the whole region.

The TaiwanICDF committed US$ 80 million to support the establishment of the EBRD Green Energy Special Fund (GESF) in 2011 to promote utilization of advanced and highly efficient technologies especially in the municipal infrastructure sector in the EBRD’s countries of operations. The Fund is administered by the EBRD. To date, GESF has supported 3 projects including, in addition to this Almaty LED project, a road project in Chisinau, Moldova, and a water and waste water project in Valcea, Romania.

EBRD was established in 1991 in respond to the collapse of the Soviet bloc, helping the countries in the region transit into open market economies and promoting multi-party democracy. The TaiwanICDF and EBRD have long-standing cooperative relationship in areas such as SMEs development, trade facilitation, and green technologies.
