Exporting Mandarin and Cultural Exchange:TaiwanICDF to Assist Dominican Republic to Increase Mandarin Talent

As Mandarin becomes one of the world’s mainstream forms of communication, there has been an upsurge in the study of the language around the globe. At the request of the government of the Dominican Republic, Taiwan’s Ministry of Foreign Affairs has commissioned the TaiwanICDF to oversee a Mandarin Scholarship Program for the Dominican Republic.

Beginning in September, the program will bring 30 Dominican students to Taiwan for one year, assisting young people from the Dominican Republic to raise their Mandarin skills, and promoting academic and cultural exchange between Taiwan and this partner country.

Teaching methods for the TaiwanICDF’s Mandarin Scholarship Program for the Dominican Republic will be tailored to small class sizes. The program, following the intensive Mandarin curriculum at Fu Jen Catholic University’s Language Center, will be managed by dedicated personnel and feature study counseling, and regular monitoring activities and course appraisal. The aim is to enhance the effectiveness of students’ language learning so that they are capable of attaining Test of Chinese as a Foreign Language (TOCFL) Level 3 proficiency, or above, within one year.

The 30 Dominican students have on this occasion been selected and recommended their own government, and represent the Dominican Republic’s leading choice of young people with the greatest potential for development. In addition to attending Mandarin classes, cultural visits and other activities will help the students to integrate into Taiwanese society, giving them a feel for Taiwan’s soft power and allowing them to experience the beauty of Chinese culture.

The program will promote the use of traditional Chinese characters, accelerating the dissemination of the language as it is used in Taiwan. The TaiwanICDF is looking forward to assisting the students to take advantage of their superior Mandarin skills and knowledge, either by applying their knowledge after they return home, or by pursuing future studies and development in Taiwan. The organization hopes the students will come to understand the current state of social development and cultural diversity in Taiwan, thereby improving exchanges between Taiwan and the Dominican Republic, and cultivating a strong partnership into the future.
