
Taiwan–Europe Talent Exchange and Cooperation Initiative
Strengthen exchanges of shared values and policy understanding between Taiwan and Europe by inviting participants from various countries to Taiwan for training and study programs. Participants will be encouraged to organize Taiwan-related activities and share their experiences upon returning to their home countries, thereby expanding Taiwan’s support network in Europe and fostering a sustainable, pro-Taiwan learning community. This initiative aims to consolidate and deepen existing Taiwan–Europe exchanges while further enhancing Taiwan’s international cooperation and visibility on the global stage.
1. European Valued Important Partnership, EVIP:
The Foundation is implementing the “European Values Partners Program,” under which approximately 50 European officials, emerging young political leaders with policy influence, and parliamentary staff members will be invited to visit Taiwan. The program aims to achieve capacity-building objectives through systematically designed itineraries and cross-sector exchanges.
Participants will include officials from major European countries, young political representatives, parliamentary assistants, policy advisors, and think tank researchers. The program agenda integrates topics of shared interest between Taiwan and the European Union, including Taiwan’s democratic development, public participation in governance, digital governance, cybersecurity resilience, and the development of the semiconductor industry.
Exchange activities will be arranged with government agencies, civil society organizations, industry representatives, and academic think tanks. Through site visits, local cultural experiences, and interactive dialogue, the program seeks to promote capacity building between Taiwan and Europe in areas such as international policy collaboration, regional strategic partnerships, and public affairs influence. It will also strengthen two-way dialogue, foster policy resonance, and deepen European political leaders’ overall understanding of Taiwan.
2. Taiwan-Europe Scholarship, TES:
The Taiwan-Europe Scholarship (TES) was launched in 2026 to strengthen Taiwan–Europe collaboration and streamline scholarship administration, with the TaiwanICDF serving as the focal point for applications and promotion. The program provides scholarships for master’s programs in technology-related fields and non-degree exchange scholarships to students from Taiwan’s European partner countries, with the aim of cultivating talent, fostering youth understanding of Taiwan, and promoting bilateral exchange.
(1)TES Connectivity/Exchange Program:
To attract more students from Taiwan’s European partner countries to pursue academic exchange in Taiwan, the TES Connectivity/Exchange Program adopts a university-to-university partnership model. The program does not restrict participants’ academic status — whether degree or non-degree students — nor does it limit their fields of study or confine them to Mandarin language learning. This flexible approach allows European students to undertake studies in Taiwan based on their academic interests and areas of expertise, while further strengthening bilateral ties between Taiwan and countries in Europe.
The TaiwanICDF partners with leading Taiwanese universities to offer scholarships for prestigious master’s programs in semiconductor technology to outstanding students from the Czech Republic, Slovakia, Poland, Lithuania, Kosovo and Albania. Through this initiative, the TaiwanICDF helps cultivate the next generation of semiconductor professionals in partner countries, deepening strategic ties with these six Central and Eastern European nations while promoting sustainable growth and shared prosperity.
