計畫內容:

1. High Impact Partnership on Climate Action (HIPCA) is a dedicated partnership to achieve climate impact. The EBRD established this partnership to mobilize and integrate both repayable and non-repayable donor contributions toward investments and policy solutions that reduce or prevent greenhouse gas emissions and protect the environment, enhance adaptive capacity, strengthen resilience and reduce vulnerability to climate change.
2. The TaiwanICDF makes a contribution to the HIPCA Special Fund to finance, together with EBRD's ordinary capital resources, projects which comform to HIPCA principles. The operation of the HIPCA Special Fund will be built on the EBRD’s business model, which combines EBRD commercial financing with concessional co-financing, policy engagement and technical assistance.
3. This project aligns with the principles set by UNFCCC and the Paris Agreement for accelerated climate action, and helps advance relevant SDGs, including SDG13: Take urgent action to combat climate change and its impacts, and SDG 17: Strengthen the means of implementation and revitalize the global partnership for sustainable development.

計畫目標:The HIPCA will build synergies and aggregate ambitions of the EBRD and its partners to achieve scaled-up climate impact in the EBRD’s countries of operation. It will help to enhance adaptive capacity, strengthen resilience and reduce vulnerability to climate change.

執行方式:

The EBRD governs and administers the HIPCA Special Fund in accordance with the rules and regulations of the fund.
The contribution from the TaiwanICDF will, subject to the approval of the TaiwanICDF, be allocated to finance lending investment operations in conjunction with the EBRD's resources. Potential projects and activities will be assessed in accordance with the processes, criteria and principles set forth in the relevant policies and procedures of the EBRD and the governance arrangements of HIPCA.
