Project Description:

Since the full-scale escalation of the Russia–Ukraine war in February 2022, Ukraine has been subjected to missile, drone, and artillery attacks. As a result, the State Emergency Service of Ukraine (SESU), the primary entity responsible for civil protection and crisis response, has experienced a significant increase in workload and is required to undertake high-risk tasks such as search and rescue, firefighting, evacuation, and medical assistance. SESU personnel face risks of casualties, while shortages of equipment and human resources have become increasingly severe.

Meanwhile, the conflict has severely damaged Ukraine’s healthcare system. Emergency Medical Services (EMS) face critical shortages of personnel and equipment, placing substantial pressure on overall emergency response and patient referral capacity and leading to an increase in the number of the injured and patients seeking cross-border medical treatment.

The multifaceted challenges posed by the wartime environment underscore the urgent need to strengthen Ukraine’s emergency response capacities. This project aims to enhance the resilience of SESU and EMS in the face of ongoing conflict and humanitarian needs. Overall, the project includes the following:

  1. SESU staff receives “Specialized Rescue Operations Training: Pre-hospital Emergency Aid and Mass Casualty Incident Response”.
  2. SESU training centers are modernized with state-of-the-art training equipment, including simulators.
  3. 10 SESU Regional Commands and Lviv State University of Life Safety are equipped with Triage Sets (Triage Centers and First Aid Kits).
  4. Training Equipment Provision for EMS ambulance services in Lviv and Ivano-Frankivsk with Implementation.

Project Objectives:

Enhanced capacity of selected State Emergency Service of Ukraine (SESU) units and Emergency Medical Services (EMS) in targeted regions of Ukraine to effectively respond to crisis situations, with a focus on pre-hospital emergency aid and specialized rescue operations.

Executing Agency:

Polish Center for International Aid (PCPM)

Implementation Arrangement:

During the project implementation, PCPM is responsible for carrying out the proposed activities and liaising with local stakeholders, while the TaiwanICDF is responsible for overseeing the project implementation.

Current Progress:

To date, a Memorandum of Understanding (MoU) has been signed, and the project was officially launched on November 1, 2025.
