Project Description:
The Palau government prioritizes the sustainable use of fishery resources, balancing ecological conservation with commercial development. To support this, Taiwan and Palau have established a cooperative model to enhance Palau's coastal fisheries management. The project involves using technological tools to improve fisheries resource data management, advancing ocean resource management skills, and integrating traditional knowledge with modern technology to boost management effectiveness. The goal is to assist Palau in enhancing the efficiency of its coastal fisheries management and aligning with the 14th United Nations Sustainable Development Goal (SDG).

Project Objectives:
1. Use technological tools to enhance coastal fishery resource data management;
2. Enhance the education and training of ocean resources management talents; and
3. Raise the level of management effectiveness by integration of Indigenous Knowledge and modern technology.

Current Progress:
By the end of March 2026, the key achievements of this project include:
1. Established 7 fishery monitoring demonstration sites in Koror State and 2 trial fish catch reporting sites in Airai State. The fish catch reporting and verification mechanism has been established and is operating steadily. On the other hand, 98 AIS transponders have been installed.
2. Completed the installation and activation of 6 Automatic Identification System (AIS) receiving stations. The AIS signal now covers the coastal waters of 14 states in Palau, excluding the two remote Southwest Islands states, and reaches areas where 99% of the population is active.
3. The fishery information integration platform has been launched and it is successfully tracking the movements of AIS-equipped vessels.
4. Conducted 2 ocean conservation outreach sessions, 2 professional training sessions for fisheries management personnel, and 3 sustainable fisheries management application courses. The project also carried out 5 AIS-related outreach and promotional activities in response to requests from local governments, fishermen’s associations, and community organizations.
Project Performance:
By the conclusion of this project, 80% of the catch from all three states in Palau should be covered under the new monitoring mechanism.
