TaiwanICDF Partners with Tdh Ukraine, NYCU, and TSMC to Inspire Ukrainian Youth Through PLAY CHIP Summer Camp
The International Cooperation and Development Fund (TaiwanICDF), in collaboration with Terre des hommes (Tdh) Ukraine, National Yang Ming Chiao Tung University (NYCU), and Taiwan Semiconductor Manufacturing Company (TSMC), successfully hosted a unique educational initiative, the PLAY CHIP Summer Camp: Belight AI Semiconductor, from August 10 to 12 in Kamianets-Podilskyi, Ukraine. Through engaging, hands-on courses, the camp introduced Ukrainian youth to the worlds of AI and semiconductors.
In their opening remarks, a TaiwanICDF representative expressed delight at seeing Taiwan’s semiconductor expertise combined with humanitarian compassion. The representative noted that the camp offered a rare opportunity for Ukrainian children and youth to explore AI and semiconductor technologies, hoping the experience would not only spark innovation but also foster confidence, resilience, and a long-lasting, sustainable community.
A representative from Tdh Ukraine highlighted that by combining safe physical spaces, technological knowledge, aand mental health support, the project provided essential digital literacy to help children rebuild a sense of hope. In partnership with the TaiwanICDF and NYCU, Tdh Ukraine successfully brought world-class STEM resources directly into Ukrainian communities.
A key feature of the camp was its hybrid approach. Ahead of the event, Anna Kompan and Polina Sybirtseva, two Ukrainian students at NYCU in Taiwan, underwent instructor training. They translated and integrated instructional materials for the Belight AI Semiconductor educational platform and the Rabboni interactive sensing device, both developed by the NYCU team. Serving as instructors during the camp, the two students trained 10 local teachers on the first day, followed by two days of intensive hands-on workshops for 21 Ukrainian youths
The camp curriculum covered chip manufacturing processes, transistor principles, the Scratch programming language, practical STEM applications, and interactive game development using Rabboni motion sensors. Working with modern software and digital equipment, participants completed and presented their projects on the final day, demonstrating exceptional teamwork and application of learned skills.
One participating student shared that, "Learning how chips work and writing my own interactive programs using sensors was an unforgettable experience! It gave us new technical knowledge and fresh ideas for exploring our future."
Dr. Yu-Lin Huang, Secretary General of the TaiwanICDF, stated that by synthesizing the strengths of Taiwan’s higher education and private sector, the TaiwanICDF continues to promote Taiwan’s advantages in semiconductors and digital innovation globally. Centered on technological empowerment, the organization aims to deepen educational and humanitarian support for conflict-affected regions. Looking forward, the TaiwanICDF will continue mobilizing domestic public and private sector resources through international partnerships to enhance digital literacy and vocational skills in local communities, reflecting Taiwan's tangible contributions to global talent development and sustainable growth.
Tdh has been delivering support to children, youth, and families across Ukraine since 2015. Following the outbreak of war in 2022, Tdh expanded its operations across 12 oblasts (including Ivano-Frankivsk, Ternopil, Khmelnytskyi, Dnipropetrovsk, Chernihiv, Kharkiv, Zaporizhzhia, Mykolaiv, Odesa, Sumy, Chernivtsi, and Zakarpattia), providing humanitarian aid, child protection, and mental health care to displaced families and affected communities. Since December 2024, the TaiwanICDF and Tdh have jointly implemented projects focused on mental health and digital empowerment in Ukraine.
