
Ministers from Four Allied Nations Lead Delegations to Taiwan in Support of TaiwanICDF’s 30th Anniversary
The International Cooperation and Development Fund (TaiwanICDF) will celebrate its 30th anniversary on July 1, 2026. To mark this milestone, a celebration ceremony and international seminar will be held on the day of the anniversary. Minister of Foreign Affairs Lin Chia-Lung will attend the event. Notably, government ministers from three of Taiwan's key allies across the Pacific, Latin America, and Africa—namely the Marshall Islands, Guatemala, and Eswatini—will personally lead delegations to Taiwan. Their presence underscores the high priority these allied governments place on bilateral cooperation.
The delegation from the Marshall Islands is led by the Minister of Foreign Affairs and Trade, Kalani Kaneko. In recent years, in addition to livestock development and public health capacity building, the TaiwanICDF has implemented several key initiatives in the Marshall Islands. These include the Home Energy Efficiency and Renewable Energy Project in the Marshall Islands, the Enhancing Nutrition Balance Through Agricultural Production Project, and the Layer Chicken Project. The chicken project, which plans an initial annual capacity of 3,000 layers, aims to help the nation establish an independent and resilient poultry industry, thereby tangibly reinforcing food security. The scope of cooperation has progressively expanded from basic infrastructure to comprehensive national sustainable development.
Guatemala is represented by the Minister of Public Health and Welfare Joaquín Barnoya, and the Vice Minister of Health Regulation, Surveillance and Control, Edgar Rolando González Barreno. Minister Barnoya, who holds a Master of Public Health from Harvard University and completed postdoctoral research in tobacco control at the University of California, San Francisco, is a renowned public health expert in Latin America. The TaiwanICDF has a rich history of fruitful cooperation with the Guatemalan government in maternal and child health and medical network integration. For instance, through the “Project for the Promotion of Medical Technology for Improvement of Maternal-Neonatal Health in Guatemala”, the TaiwanICDF introduced advanced equipment, trained personnel, and launched Guatemala's first national maternal health handbook. This initiative benefits approximately 70,000 mothers and infants annually, significantly enhancing the quality of local maternal and childcare. This year, the TaiwanICDF will launch its first Breast Cancer Control System Strengthening Project in Latin America. The personal attendance of the Minister and Vice Minister at the anniversary ceremony signifies that bilateral cooperation has successfully transitioned from primary care toward specialized medicine and health system strengthening.
Eswatini's delegation is led by the Minister of Commerce, Industry and Trade, Manqoba Khumalo. Minister Khumalo has previously worked with the TaiwanICDF to promote women's empowerment and microcredit schemes for entrepreneurship. This successful collaboration pioneered the TaiwanICDF’s innovative model of combining technical assistance with lending mechanisms, effectively improving the livelihoods of grassroots communities in Eswatini. Minister Khumalo is also a key driver behind the Taiwan International Industrial Park (TIIP). During President Lai Ching-te's visit to Eswatini in May, the President received a dedicated briefing on the progress of the TIIP.
Furthermore, Steven Victor, Palau's Minister of Agriculture, Fisheries, and the Environment, traveled to Taiwan specifically to attend a closed-door seminar hosted by the TaiwanICDF on June 30. Although scheduling conflicts prevent him from attending the July 1 celebration ceremony, Minister Victor will participate in an exclusive interview with an English-language broadcast program during his stay. Over the years, the TaiwanICDF and Palau’s Ministry of Agriculture, Fisheries, and the Environment have partnered to drive robust growth in agriculture and fisheries. Notably, the Palau Horticulture Extension Project provides approximately 38,800 kilograms of fresh fruits and vegetables annually for school lunches. Concurrently, the Poultry and Livestock Project has enabled Palau's domestic pork and egg supplies to meet 14% and 15% of national demand, respectively.
In addition, 25 ministers and vice ministers from 11 allied and friendly nations have sent pre-recorded video messages to congratulate the TaiwanICDF on its 30th anniversary. These dignitaries include Mark Anthony Graham Brantley, Premier of Nevis (St. Kitts and Nevis); Marco Riquelme, Vice Minister of Commerce of Paraguay; Mduduzi Matsebula, Minister of Health of Eswatini; Maina Talia, Minister for Home Affairs, Climate Change, and Environment of Tuvalu; Orlando Habet, Minister of Sustainable Development of Belize; Alitia Bainivalu, Minister for Fisheries and Forestry of Fiji; Hussein Bashir Hirsi, Minister of Health Development of Somaliland; and Anthony Muller, Minister of Natural Resources and Commerce of the Marshall Islands. These messages vividly demonstrate the profound bond of prosperity and mutual benefit shared between Taiwan and its global partners.
Peifen Hsieh, Deputy Secretary General of the TaiwanICDF, stated that over the past three decades, the cooperation model between the TaiwanICDF and its allies has continuously deepened and evolved—transforming from early agricultural and fisheries technical assistance to a diversified portfolio spanning public health, ICT, environmental sustainability, smart technology, and AI applications. In line with Foreign Minister Lin Chia-Lung’s active promotion of the Diplomatic Allies Prosperity Project , Taiwan’s foreign aid strategy has further integrated the nation's industrial advantages and technological capabilities to help allies enhance national resilience and sustainable development. The personal visits by ministers from four nations and the video blessings from 25 high-level officials across 11 countries not only illuminate our rock-solid diplomatic alliances, but also showcase the brilliant achievements of the TaiwanICDF's dedicated work alongside our allies over the past 30 years.
