
TaiwanICDF and ESTDEV Sign MoU Advancing Democratic Resilience, Digital Transformation, and Global Development Cooperation
With the facilitation of the Taipei Mission in the Republic of Latvia, the International Cooperation and Development Fund (TaiwanICDF) has established a partnership with the Estonian Centre for International Development (ESTDEV), Estonia’s dedicated agency for official development assistance. The two sides formally signed a medium- to long-term Memorandum of Understanding (MoU) on June 8, 2026, marking a new milestone toward a more institutionalized and enduring partnership in international development cooperation between Taiwan and Estonia.
The MoU was signed at the Estonia Parliament (Riigikogu) by Secretary General Dr. Yu-Lin Huang of TaiwanICDF and Director General Andrea Kivi of ESTDEV, witnessed by Amb. Winston Wen-Yi Chen of the Taipei Mission in Latvia and Chairman Kristo Enn Vaga of Estonia-Taiwan Support Group of the Riigikogu. Centered on international development assistance, the partnership will focus on key areas including democratic governance, digital and social development, capacity building, and international engagement, reflecting a shared commitment by democratic partners to promote global sustainable development and strengthen societal resilience.
Estonia is widely recognized as a global leader in digital governance, with extensive experience in e-government, digital public services, and cybersecurity governance. Taiwan, on the other hand, has built strong expertise in democratic governance, digital innovation, and international development cooperation. Building on these complementary strengths, the two sides will advance collaboration along four strategic directions:
First, strengthening democratic governance and public sector capacity to enhance policy planning and governance effectiveness in partner countries;
Second, promoting digital transformation and technological innovation to support inclusive and sustainable development models;
Third, exploring joint cooperation opportunities in Eastern Europe, Africa, and other partner countries to leverage synergies and complementary resources;
Fourth, establishing mechanisms for knowledge sharing and policy dialogue to deepen professional exchange and talent development.
TaiwanICDF noted that this partnership with ESTDEV not only underscores the strong alignment between Taiwan and like-minded countries on democratic values and international development priorities, but also further expands Taiwan’s global development cooperation network. Through jointly designed and implemented development initiatives, both sides aim to enhance partner countries’ resilience in addressing digital transformation, governance challenges, and global risks, while contributing concrete outcomes toward the achievement of the Sustainable Development Goals (SDGs).
The signing of this MoU injects new momentum into Taiwan–Estonia relations and demonstrates both sides’ commitment to advancing international development cooperation grounded in shared democratic values. Looking ahead, TaiwanICDF and ESTDEV will continue to deepen substantive exchanges and collaboration, working together to build a more resilient and inclusive global development cooperation network.
