From Massive Resorts to Local Community Experiences: TaiwanICDF Drives Tourism Transformation in Saint Lucia

 

To diversify the tourism industry of Saint Lucia, a diplomatic ally in the Caribbean, the International Cooperation and Development Fund (TaiwanICDF) has officially expanded its "Community Business Revitalization Project" (launched in 2023) to its third mentored community: Babonneau. The inauguration ceremony took place on April 29, 2026, at the Fond Latisab Creole Park, attended by distinguished guests including John Paul Estephane, Minister of the Ministry of Tourism, Commerce, Investment, Creative Industries, Culture and Heritage; Senator Alvina Reynolds, President of the Senate; Senator Virginia Albert-Poyotte; and Nicole Su, Ambassador of the ROC (Taiwan) to Saint Lucia, to witness this new milestone for community economic development.Minister Estephane expressed his sincere gratitude to the Taiwan Embassy and the TaiwanICDF for their long-standing support. He shared his vision of transforming Babonneau into a hub for international tourism—a blueprint being realized through strategic collaboration with the TaiwanICDF’s project to drive community transformation. In her remarks, Ambassador Su pointed out that the project’s core lies in promoting the "Community-based Tourism (CBT)" model, guiding visitors from traditional resorts into local communities to experience Saint Lucia’s deep cultural heritage. Ambassador Su emphasized that by optimizing signage systems and gift shops, the project not only enhances travel convenience but also substantially empowers local communities and micro-enterprises.

Daniel Lee, Chief of the Taiwan Technical Mission in Saint Lucia, noted that while Saint Lucia’s tourism revenue has historically been concentrated in large resorts, the potential for community tourist is significant. Over the past two years, the TaiwanICDF has developed community package tours, facilitated partnerships with travel agencies, and successfully listed local experiences on the world-renowned travel platform Viator to attract global travelers. Community products mentored by the Mission—including local popsicles and handicrafts—along with nearby restaurants, have seen revenue increases of over 20%. Between February and April this year, these communities attracted not only domestic visitors but also travelers from the United States, proving the feasibility of community-based tourism.

Project Manager Louis Tsou stated that future efforts will focus on strengthening the quality of the products and marketing systems. By utilizing digital platforms, the cultural assets of Babonneau will be transformed into high-value tourism products, driving sustainable local development.

TaiwanICDF Deputy Secretary General Peifen Hsieh emphasized that this project is a concrete implementation of the " Diplomatic Allies Prosperity Project " championed by Minister of Foreign Affairs Lin Chia-lung. She noted that "Sustainable Tourism" is more than just providing hardware; it is about helping diplomatic allies build resilient industrial systems through digital marketing and community management. Hsieh believes that the success of the TaiwanICDF’s model in Saint Lucia exemplifies how Taiwan transforms "sustainability" into "economic value," helping allies safeguard their cultural heritage while achieving economic transformation.
