TaiwanICDF Harnesses AI to Strengthen Public Safety in SVG – Police Commissioner Hails the System a Revolutionary Tool for Law Enforcement

The Taiwan Technical Mission in Saint Vincent and the Grenadines (SVG) this month held a project achievement exhibition and handover ceremony for its public safety project in the country. 

Since March 2023, the International Cooperation and Development Fund (TaiwanICDF) has been implementing the “Enhancing Public Safety with Intelligent Video Analytics Project” in SVG, one of Taiwan’s diplomatic allies in the Caribbean. By installing surveillance cameras and deploying smart monitoring systems, the project aims to reduce blind spots in law enforcement, with milestone goals expected to be achieved by the end of this year.

On August 8, the technical mission handed over an aerial work platform truck at the Quetelles Police Station Square to local law enforcement, marking a milestone in the project’s implementation. Distinguished guests included Commissioner of Police Enville Williams, Director of Public Prosecutions Grenville Williams, and Taiwan’s Ambassador to SVG, Andrea C. S. Lee. On behalf of Taiwan, Ambassador Lee formally presented the brand-new aerial work platform truck to the Royal Saint Vincent and the Grenadines Police Force (RSVGPF) for use in maintaining surveillance cameras.

During the ceremony, Simone Joseph-Ollivierre, Assistant Director of the National Information and Technology Services, highlighted the project’s accomplishments to date, including infrastructure upgrades and capacity-building initiatives. Part of those initiatives has included training programs on image recognition and analysis, system maintenance, and cybersecurity; the compilation of professional reports and operation manuals; offsite data backup and data center upgrades; installation of more than 300 cameras; and expansion of the command-and-control center—all of which have significantly enhanced Saint Vincent’s smart surveillance coverage and operational effectiveness.

Commissioner of Police Enville Williams praised the project, describing the newly built system as a “revolutionary tool” for law enforcement and a true “accelerator of public safety.” He also reaffirmed the strong, solid, and enduring partnership between Taiwan and SVG. Director of Public Prosecutions Grenville Williams added that the system empowers the police to use technology to better safeguard public safety. He expressed gratitude to Taiwan for “always being willing to share knowledge, expertise, and technology.”

Ambassador Fiona Huei-Chun Fan said the donation of the aerial work platform truck would ensure the safety of local maintenance teams while enhancing the efficiency of system upkeep. She reaffirmed Taiwan’s commitment to supporting its allies in embracing cutting-edge technologies and advancing digital transformation, with the shared goal of building a safer, smarter, and stronger future.

TaiwanICDF Deputy Secretary General Peifen Hsieh, underscored Taiwan’s experience in smart surveillance and AI applications. She explained that the TaiwanICDF is leveraging these strengths to bolster SVG’s ICT capabilities, expand monitoring coverage, promote automated video analysis and reporting, and improve the investigative skills of local law enforcement. These efforts will optimize prosecutorial functions and raise the efficiency of criminal investigations. Hsieh stressed that this initiative embodies the vision of Minister of Foreign Affairs Lin Chia-lung’s “Diplomatic Allies Prosperity Project,” advancing “technology diplomacy” to enhance public safety and promote digital development in Taiwan’s partner countries.
