
TaiwanICDF and EBRD Reaffirm Commitment to Green Energy
TaiwanICDF Secretary General Yu-Lin Huang and EBRD Vice President Mark Bowman this week signed an agreement to increase funding for the High Impact Partnership on Climate Action (HIPCA). Signed during the European Bank for Reconstruction and Development (EBRD) Annual Meeting held in London on May 14, this agreement demonstrates the TaiwanICDF’s continued and expanded support for Europe’s green transition, and reinforces Taiwan’s partnership with Europe on climate action.
The TaiwanICDF and the EBRD have maintained a cooperative relationship for over 30 years, since the 1990s. Through various special funds, they have jointly promoted the development of micro, small, and medium enterprises (MSMEs), agribusiness upgrades, green infrastructure, and energy transition projects. These initiatives have significantly contributed to the economic transformation and advancement of EBRD recipient countries, underscoring Taiwan's commitment to advancing global green transition and enhancing climate resilience.
In 2021, the TaiwanICDF joined HIPCA—an initiative launched by the EBRD and supported by 11 countries, including the United States, Canada, the United Kingdom, Switzerland, the Netherlands, Sweden, and Finland. Through this partnership, several successful projects have been implemented, such as the modernization of trolleybuses in Vilnius, Lithuania; carbon reduction efforts in Polish retail chains; wastewater treatment in Uzbekistan; and the restoration of electricity transmission networks in earthquake-affected areas of Türkiye.
To reaffirm its long-term commitment to global climate action, the TaiwanICDF will contribute an additional US$35 million to HIPCA. This increased investment will further strengthen support for green investment projects across Central and Eastern Europe, and Central Asia, contributing to the achievement of global climate goals.
Looking ahead, the TaiwanICDF will continue to deepen its comprehensive partnership with the EBRD. Beyond financial support, it will leverage Taiwan’s strengths in technical cooperation, particularly in digital technology and smart applications. By integrating both parties' resources, the TaiwanICDF aims to create greater synergy and bring transformative impact to partner countries, jointly advancing toward a more resilient and sustainable future.
