
TaiwanICDF Launches 2025 Semiconductor Process Technology Introductory Training Program
The International Cooperation and Development Fund (TaiwanICDF) held the opening ceremony for the 2025 Semiconductor Process Technology Introductory Training Program on May 8. This training program aligns with the Ministry of Foreign Affairs’ eight flagship initiatives under the Diplomatic Allies Prosperity Project, specifically targeting the enhanced resilience of the semiconductor supply chain. A total of 55 participants from Guatemala and Paraguay—two of Taiwan’s diplomatic allies—have been invited to join the program, with the goal of laying a foundation for the development of the semiconductor industry in these partner countries.
The opening ceremony was presided over by TaiwanICDF Deputy Secretary-General Stephen J.H. Lee. Special remarks were delivered by Mr. Chang Chun-Pin, director general of the Department of Latin American and Caribbean Affairs at the Ministry of Foreign Affairs. Also in attendance were Dr. Ming-Feng Lu, president of Minghsin University of Science and Technology, and Dr. Lan-Da Van, director of the EECS International Graduate Program at National Yang Ming Chiao Tung University, along with representatives from the industry, showcasing the fruitful results of academia-industry collaboration.
Participants Carlos Manuel Boche from Guatemala and David Domingo Caballero from Paraguay expressed their excitement about attending the program, stating that Taiwan’s semiconductor industry is renowned worldwide. They praised Taiwan’s long-term commitment to talent development, which has cultivated a highly skilled workforce and contributed to the global reputation of Taiwan’se semiconductor sector.
The training curriculum includes an overview of the semiconductor industry chain, IC design, manufacturing processes, and packaging and testing. Both National Yang Ming Chiao Tung University and Minghsin University of Science and Technology will offer theoretical coursework alongside hands-on training in professional lab settings. To further enhance participants' understanding of the industry, visits to several Taiwanese semiconductor companies will be arranged, providing a close-up view of operational models and processes in Taiwan’s industry.
Looking ahead, the TaiwanICDF will continue to leverage Taiwan's industrial strengths to expand cooperation with diplomatic allies, deepen bilateral relations, and jointly promote industrial and economic development.
