TaiwanICDF Joins Asia Engagement Consortium, Strengthening International Development Cooperation under the New Southbound Policy

The International Cooperation and Development Fund (TaiwanICDF) officially became the 15th member of the Asia Engagement Consortium (AEC) during a signing ceremony on March 18, 2025. This milestone underscores the TaiwanICDF’s commitment to deepening regional cooperation and advancing Taiwan’s New Southbound Policy. The ceremony took place during the 8th Yushan Forum, and was witnessed by representatives from the Taiwan-Asia Exchange Foundation (TAEF), AEC members, and global leaders. TaiwanICDF Secretary General Yu-Lin Huang and TAEF Executive Director Yang Hao signed the Memorandum of Understanding (MoU) on behalf of their respective organizations, injecting new momentum into Taiwan’s international development efforts across the Asia-Pacific region.

Executive Director Yang highlighted that the TaiwanICDF’s accession to the AEC further demonstrates Taiwan’s dedication to sustainable development in the Asia-Pacific. He expressed confidence that the agency’s extensive experience in international aid, combined with the AEC’s network resources, will drive more innovative and tangible outcomes in regional cooperation.

Secretary General Huang remarked, “As Taiwan’s official international development agency, the TaiwanICDF has forged close partnerships with ASEAN countries over the past three decades. Through the AEC, we look forward to strengthening these collaborations and fostering technological exchanges across diverse sectors, including agriculture, public health and medical services, renewable energy, smart cities, and digital governance. Together, we strive to achieve a vision of shared prosperity.”

Notably, this year marks the TaiwanICDF’s debut as a participant in the Yushan Forum. The organization established a dedicated exhibition area within the “New Southbound Policy Plus Exchange Showcase,” featuring multimedia presentations, interactive prize giveaways, and in-depth explanations from onsite staff. This initiative highlighted the TaiwanICDF’s diverse programs in Southeast Asia, South Asia, and beyond, attracting strong interest from domestic and international institutions eager to explore future collaboration opportunities. The enthusiastic engagement further underscored the TaiwanICDF’s role in leveraging Taiwan’s strengths in technology and innovation to enhance its impact in global development.

Through the AEC platform, the TaiwanICDF will continue to advance the implementation of the New Southbound Policy by forging closer, more pragmatic partnerships with like-minded international organizations. Together, these efforts will promote regional economic growth, peace, and stability, paving the way for a more prosperous and sustainable future in the Asia-Pacific.

Established by the TAEF to support Taiwan’s Asia strategy and the people-centered diplomacy of the New Southbound Policy, the AEC is a cross-think tank, cross-sectoral non-governmental network. It actively engages with Southeast Asian and South Asian organizations and communities in Taiwan. Its members include the Taiwan Foundation for Democracy, the Prospect Foundation, and the Taiwan Alliance in International Development, among others.
