
October Marks Appointment of Dr. Y.L. Huang as New TaiwanICDF Secretary General
The TaiwanICDF is pleased to announce the appointment of Dr. Y.L. Huang as its new Secretary General on October 7, 2024.
Secretary General Huang has previously served as the President of the Taiwan Foundation for Democracy, the Deputy Minister of the Ministry of Transportation and Communications, Chief Secretary of National Chiao Tung University, the Chief Secretary of the Straits Exchange Foundation, and as a consultant for the Council for Economic Planning and Development. Secretary General Huang possesses extensive experience in both central and local government administration, APEC affairs, cross-strait relations, and democratic diplomacy.
The handover ceremony on October 7th was overseen by Deputy Minister of Foreign Affairs, Amb. François Chihchung WU. Amb. WU offered words of encouragement to the staffs of the TaiwanICDF. He noted that the Secretary General Huang’s professional background spans the fields of technological development, infrastructure, and large-scale project management, making him highly suited to lead the TaiwanICDF in implementing Minister Lin Chia-lung’s policy of economic and trade diplomacy and achieving the goals of strengthening diplomatic ties. Under his leadership, the role of the TaiwanICDF will become even more critical in the future.
Secretary General Huang expressed that due to his academic background, he feels a special connection to the TaiwanICDF. After assuming office, he will dedicate himself to assisting President Lai Ching-te and Minister Lin in implementing new international development cooperation policies. He also mentioned that, thanks to the efforts of previous secretary generals and colleagues, Taiwan’s foreign aid model, which was developed under extremely difficult diplomatic circumstances, has gained worldwide recognition and become a model for other countries to follow.
Looking ahead to the next three years, Secretary General Huang hopes to work with colleagues of the TaiwanICDF to further expand services to allied countries by leveraging Taiwan's technological advantages and experience in areas such as education, women's empowerment, agriculture, public health, ICT, and environmental cooperation. Additionally, he aims to use Taiwan's expertise in ICT, AI, green energy, ESG, and sustainable infrastructure to develop new areas of collaboration and projects. He also hopes that the TaiwanICDF can broaden multilateral cooperation and strengthen local connections, expanding on the "Taiwan model" through inclusivity.
