Integrating resources from Cathay General Hospital and Ministry of Public Health and Welfare, Paraguay, the International Cooperation and Development Fund (TaiwanICDF) completed the establishment of a Testing Laboratory of Information System in June 2016. The laboratory aims to improve the effectiveness and efficiency of health information system development in the country.

In addition to a shortage of skilled information engineers, Paraguay also lacks the environment for education and training in health information systems, with no suitable venues or equipment available for teaching purposes. The establishment of the laboratory therefore provides an appropriate environment in which Paraguayan engineers can focus on developing their technical capacity and system implementation. Cathay General Hospital will draw on its experiences and expertise to assist in the operation of the laboratory, and dispatch health information experts to Paraguay this July to provide technical guidance. It is anticipated that a fully functional laboratory will increase the effectiveness of training for the local engineers. Furthermore, in accordance with the project, the engineers will also receive training in system development and management in Taiwan, which will enable them to apply the know-how they have acquired to develop and test systems as well as train laboratory personnel upon their return to Paraguay, thereby maximizing the raison d’être of the laboratory.

Establishment of the Testing Laboratory of Information System is one of the objectives of the Health Information Management Efficiency Enhancement Project in Paraguay, which has been under implementation since January 1, 2016. With the assistance of the Embassy of Republic of China (Taiwan) in Paraguay and Cathay General Hospital, the four-year project was designed with capacity building as its core focus to achieve the goal of localization and sustainability in project implementation.
