
TaiwanICDF and Saint Kitts and Nevis Collaborate on Water Resilience to Combat Climate Change
In response to the increasing water scarcity risks brought on by climate change, the International Cooperation and Development Fund (TaiwanICDF) is collaborating with the Government of Saint Kitts and Nevis on the “Smart Water Supply Project,” by helping to fund construction of the Basseterre Desalination Plant. The loan agreement for the project was signed on April 10, 2025, in St. Kitts and Nevis, and was witnessed by Republic of China (Taiwan) Ambassador Michael Lin.
Due to the impacts of extreme weather in the Caribbean, where St. Kitts and Nevis is located, the country has experienced a significant decline in rainfall in recent years, which has affected the regular supply of water for daily use. This project will support the Government of Saint Kitts and Nevis in introducing reverse osmosis desalination technology at a seawater desalination plant on St. Kitts Island, with a production capacity of 2 million imperial gallons (about 9,000 tons) per day. This desalination plant will diversify the island’s water sources, strengthen supply resilience, and ensure stable access to water for both residents and international tourists.
During the signing ceremony, Prime Minister the Hon. Dr. Terrance Drew stated that the project represents an important step toward ensuring the long-term security and climate resilience of the country’s water resources. He noted that the desalination plant is not just an infrastructure project, but a symbol of purpose, partnership and vision. The Prime Minister expressed his sincere gratitude to the Government of the Republic of China (Taiwan) and the TaiwanICDF for their continued support for national development, emphasizing that the collaboration once again demonstrates that Taiwan is a true development partner to St. Kitts and Nevis—in a partnership based on mutual respect, shared values, and a firm commitment to sustainable development.
Water is essential to life—and to sustainable development. Taiwan has also accelerated the development of desalination facilities in recent years to strengthen its own water resilience. This project reflects the TaiwanICDF’s commitment to climate adaptation, and embodies Taiwan’s pragmatic diplomacy strategy—shifting from strengthening alliances to the pursuit of shared prosperity—by expanding cooperation in water resource management. It offers smarter, more sustainable solutions to help partner countries tackle the challenges of climate change and global development together.
