
Driving Hope Through Finance: TaiwanICDF and CABEI Empower Women in Guatemala
The International Cooperation and Development Fund (TaiwanICDF) is pleased to announce that a co-financing agreement was signed with the Central American Bank for Economic Integration (CABEI) on April 21, 2025 to launch the “TaiwanICDF Co-financing Facility for Assisting the Economic Empowerment of Women in the Post-Pandemic of COVID-19”.
This initiative brings together the resources of both parties to provide concessional financing to local financial institutions in Guatemala within CABEI’s network. The aim is to expand access to finance for women-led micro, small, and medium-sized enterprises (MSMEs). In doing so, the facility seeks to strengthen women’s economic empowerment and contribute to the advancement of inclusive and gender-responsive finance in the country.
TaiwanICDF Secretary General Dr. Yu-Lin Huang stated: “We are pleased to once again work with CABEI to support women entrepreneurs in Guatemala. This marks another important milestone in our longstanding partnership, and reflects Taiwan’s continued commitment to promoting gender equality and sustainable development. By enhancing women’s economic capabilities, we hope to contribute to more inclusive development outcomes.”
This initiative follows a 2022 collaboration between TaiwanICDF and CABEI on a credit guarantee facility supporting loans to women-led MSMEs. Under the new co-financing arrangement, the TaiwanICDF provides 70 percent of the funding while CABEI contributes the remaining 30 percent. Through concessional financing extended to local financial institutions, the program enables women and women-led MSMEs to access loans on more favorable terms, helping them start new businesses or scale up existing operations—thereby creating more local employment opportunities.
CABEI Executive President Gisela Sánchez highlighted: "This agreement with TaiwanICDF is a concrete example of how strategic alliances can truly transform lives. Empowering women economically not only promotes well-being within households, but also boosts local economies and strengthens the social fabric. At CABEI, we are committed to building a more equitable region where women have access to the opportunities and resources they need to thrive."
Through this collaboration, the TaiwanICDF reaffirms its contribution to advancing gender equality in its partner country, Guatemala. Looking ahead, the TaiwanICDF will continue working with CABEI and other international partners to support Central American allies and partner nations in achieving a more sustainable and inclusive future.
