Helping Syrian Refugees and Vulnerable Locals in Lebanon Combat Impact of COVID-19, Economic Crisis and Beirut Blast

The International Cooperation and Development Fund (TaiwanICDF) is cooperating with Polish Center for International Aid (PCPM) to jointly implement the project, "Provision of assistance to the most vulnerable persons exposed to protection-related threats as a result of COVID-19 pandemic and the economic crisis in Lebanon,” aiming to provide vulnerable families with basic needs of healthcare and protection. The project launched on August 28, 2020, and the TaiwanICDF conducted a virtual stakeholders meeting on October 19 to exchange views on project implementation.

Lebanon is currently facing multiple crises. The Syrian refugee crisis and economic crisis have severely affected the socioeconomic situation in Lebanon. Moreover, the August 4th explosion in Beirut along with the worsening COVID-19 situation have posed additional challenges to vulnerable households in the country, with a large increase in unemployment and staggering inflation further threatening their livelihoods. Broader international support is needed to help mitigate the impact of these crises and help Lebanon rebuild for a better future.

The project's virtual stakeholders meeting was attended by representatives from the TaiwanICDF, Taiwan’s Ministry of Foreign Affairs and Taipei Economic & Cultural Office in Jordan, regional officials from Lebanon’s Ministry of Public Health, various local government officials, and staff from relevant international organizations and NGOs. During the meeting, TaiwanICDF Secretary General Amb. Timothy T. Y. Hsiang expressed Taiwan’s determination to assist Lebanon to fight COVID-19 through applying Taiwan’s successful experience. He also mentioned that the TaiwanICDF will further invite Taiwanese pandemic experts and Lebanese healthcare workers to join a virtual meeting to exchange experiences on combating COVID-19. Representative of Taipei Economic and Cultural Office in Jordan, Amb. Ismail Mae, mentioned Taiwan’s efforts and achievements in humanitarian assistance in the Middle East, conveying the spirit of “Taiwan Can Help.” Moreover, Dr. Rana Housseini, accreditation specialist from Lebanon’s Ministry of Public Health, also thanked the TaiwanICDF and PCPM for implementing the project amidst the severe COVID-19 and economic crises in Lebanon.

This cooperative project will help vulnerable Syrian and Lebanese households maintain a safe home and meet emergency expenditure needs. The project will also strengthen the capabilities of local health facilities and healthcare workers to respond to the COVID-19 pandemic; improve and implement standard operating procedures on infection prevention and control (IPC); and distribute Personal Protective Equipment (PPE) to better protect patients and healthcare personnel. Furthermore, IPC kits will be provided for vulnerable families to reduce the risk of COVID-19.
