Project Description:
The project aims to expand Paraguay’s 500 kV and 220 kV electricity transmission systems and to upgrade the associated hardware, software, and monitoring and control equipment. This project will enhance electricity transmission capacity, improve system efficiency and stability, and satisfy the growing demands of electricity usage in Paraguay’s urban areas.
This project comprises two components. The resources of the IDB and the TaiwanICDF are allocated in Component I and Component II respectively.
Component 1 includes (1) the construction of a transmission line for the second 500 kV circuit, approximately 369.5 km in length between the Margen Drecha and Villa Hayes Electric Substations; (2) the expansion of the Margen Drecha, Villa Hayes, and Valenzuela electric substations including the line exits; (3) the construction of a 60 km 220 kV Valenzuela-Guarambaré transmission line; and (4) the retraining of the existing 30 km section of the 220 kV San Patricio-Guarambaré transmission line.
Component 2 includes (1) the construction of underground 220 kV transmission lines between San Lorenzo and Villa Aurelia (9 km) and between Barrio Molino and Villa Aurelia (8 km); (2) the expansion of the San Lorenzo, Villa Aurelia, and Barrio Molino electric substations including the line outputs; and (3) the expansion of Limpio Substation, including the modernization of the static reactive compensator.
Project Objectives:
This project will contribute to the economic development of Paraguay through a sustainable, reliable and efficient electricity distribution system.

National Electricity Administration (Administración Nacional de Electricidad, ANDE)
Implementation Arrangement:
The TaiwanICDF is co-financing this project in parallel with the IDB and has signed a Coordination Agreement with the IDB and a Loan Agreement with ANDE. The IDB is leading the overall supervision and management of the project. ANDE, as the project implementing agency, is conducting all related procurements, and adhering to environmental and social standards in accordance with the IDB regulations.
