Project Name:Project for Smart Healthcare Enhancement of Lviv Municipal Hospital in Ukraine

Project Description:

The healthcare system in Lviv has been under tremendous pressure since the start of the Russo-Ukrainian war. Although there is a foundation of medical equipment and hospital information systems (HIS) in place, severe challenges remain due to limited IT personnel, the lack of automated core clinical data collection, and inadequate process standardization and interoperability. These factors have resulted in a significant fragmentation of medical information. Moreover, national regulations require that medical records be kept in both paper and electronic formats for 75 years, further increasing the workload of medical staff and the demand for storage capacity.

This project will draw upon Taiwan’s expertise and experience in health information management to support the Lviv City Government in strengthening the information systems of selected hospitals. Priority will be given to improving the efficiency and quality of care in emergency departments and intensive care units (ICUs).

The scope of work includes (1) strengthen the smart integration of basic infrastructure, hardware and software in the emergency and ICU departments of the two selected hospitals to improve staff efficiency; and (2) Enhance the information system capacity and functionalities of the Lviv City Government, as well as the emergency and ICU departments and related personnel (IT and medical) of the two designated hospitals.

Project Objectives:

A.        Strengthen the smart integration of basic infrastructure, hardware and software in the emergency and ICU departments of the two selected hospitals to improve staff efficiency.

(A)   Support the enhancement of information and network resilience.

a.          Assist in strengthening the servers and network infrastructure of the two selected hospitals.

b.         Assist the First Medical Union in establishing a backup server.

(B)    Support the integration of at least 100 smart medical devices, software or AI applications into the information system.

a.          Inventory the detailed specifications of smart medical devices to be integrated and determine the priorities for integration.

b.         Procure the smart medical devices identified as necessary through the inventory process.

c.          Carry out the interfacing and integration of smart medical devices.

d.         Develop a total of at least four monitoring or integration platforms across the two hospitals, providing information integration or monitoring interfaces for medical personnel to track patients’ conditions.

e.          Integrate at least 100 smart medical devices into the hospital information management systems.

(C)    Conduct at least three training sessions for a total of at least 50 medical personnel attendances on the use of monitoring or integration platforms.

B.         Enhance the information system capacity and functionalities of the Lviv City Government, as well as the emergency and ICU departments and related personnel (IT and medical) of the two designated hospitals.

(A)   Invite two policy-making or managerial personnel from the Lviv City Government and the First Medical Union to Taiwan for a one-week visit to learn about the development of smart healthcare, and upon their return, support the city in formulating standardized management procedures for emergency and ICU operations.

(B)    Arrange training in Taiwan for four medical personnel and four system analysts/developers to learn, develop, and implement the Emergency Triage Management System.

(C)    Arrange training in Taiwan for four information and system maintenance personnel to enhance their capacity in operating and maintaining smart healthcare integration systems.
