Project Description:
The Philippines has increasingly faced climate-related disaster risks in recent years. In response, the Philippine government has implemented the National Disaster Risk Reduction and Management Plan (NDRRMP) 2020-2030 to raise awareness and mitigate the negative impacts of disasters. However, there is still a need to strengthen the capacity of local government units and healthcare facilities to respond to these risks, and to integrate health risk factors in DRR planning for a more comprehensive approach to the challenges posed by emergencies. The TaiwanICDF is collaborating on the issue with the Catholic Relief Services (CRS), aiming to enhance the resilience of the City of Pasig and the Municipality of Pateros's 11 health facilities, and improve their preparedness to reduce, mitigate, manage and respond to health risks. Overall, the project includes the following:
- The 11 health facilities have improved capacity to identify health risks and plan for health emergencies.
- The 11 health facilities have improved capacity to respond to health emergencies and ensure primary health care services are sustained in the event of an emergency.
- The 11 health facilities developed health sensitive household preparedness information dissemination materials on primary preventive behaviors for key health risks.

Project Objectives:
The City of Pasig and the Municipality of Pateros's 11 health facilities are resilient and prepared to reduce, mitigate, manage and respond to health risks.
Executing Agency:
Catholic Relief Services (CRS) Philippines.
Implementation Arrangement:
The TaiwanICDF will support the project by dispatching experts. CRS Philippines will implement the project and liaise with local government units, communities and stakeholders.
Current Progress:
As of the end of November 2025, the following has been carried out:
- Gathered the 11 health facilities' baseline information and profiling for activities.
- Validated project monitoring and evaluation system (SMILER+) with representatives from Municipality of Pateros, Pasig City, and the Department of Health – National Capital Region (DOH-NCR).
- Held table-top reviews of Disaster Risk Reduction Management Health Plans (DRRMH Plans) and assessed gaps in the monitoring and evaluation systems.
