Project Name:Papua New Guinea Smallholder Mechanization Empowerment Project

Project Description:
Farmers in Papua New Guinea have long relied on traditional, labor-intensive farming methods. To promote agricultural mechanization, the Government of Papua New Guinea has requested Taiwan’s assistance in introducing small-scale agricultural machinery, establishing a comprehensive small-scale agricultural machinery system, and providing training for farmers’ groups and students, so as to gradually enhance farmers’ production techniques and crop yields, increase income, and create employment opportunities.
To achieve this goal, the project will establish agricultural machinery centers and demonstration farms, integrating education with hands-on practice to promote the use and adoption of small-scale agricultural machinery. The implementation plan includes:
1.Establishing two agricultural machinery centers;
2.Developing a commercial operation model for small-scale agricultural machinery.

Project Objectives:
1. Establishment and Operation of Two Agricultural Machinery Centers and Two Campus Farms
(1) Offshore UNRE University Agricultural Machinery Center
A. Provide plowing and machinery rental services within the university campus.
B. Organize monthly agricultural machinery promotion activities to offer hands-on training opportunities and train machinery operators.
C. Train one agricultural machinery engineer and two technicians.
D. Provide technical guidance and various agricultural machinery services and training for the campus farm.
E. Prepare the TaiwanICDF Agricultural Machinery Incubation Center Operation Plan and commence official operations under the designated signage.
(2) Northern Agricultural Machinery Center
A. Provide plowing and machinery rental services within the center’s premises.
B. Organize monthly agricultural machinery promotion activities to offer hands-on training opportunities and train machinery operators.
C. Train two agricultural machinery engineers and two technicians.
D. Provide technical guidance and various agricultural machinery services and training for the campus farm.
(3) Offshore UNRE University Campus Farm
A. Assist the UNRE University in establishing and managing its campus farm, aiming to reach 3 hectares by the end of the project and achieve an annual income of USD 24,000 in the final year, in line with national education policies and to increase school revenue.
B. Prepare one Campus Farm Operation Plan for UNRE University.
(4) Northern Bumayong High School Campus Farm
A. Assist Bumayong High School in establishing and managing its campus farm, aiming to reach 3 hectares by the end of the project and achieve an annual income of USD 24,000 in the final year, in line with national education policies and to increase school revenue.
B. Prepare one Campus Farm Operation Plan for Bumayong High School.
(5) Compile one Technical Manual on Operation and Maintenance.
(6) Establish a commercial operation model suitable for Papua New Guinea’s small-scale agricultural machinery centers and complete one Agricultural Machinery Center Operation Plan.
2. Capacity Building, Demonstration, and Market Linkage
(1) Conduct six training sessions per year on production and sales management for students and farmers’ groups, with a total of 300 trainees throughout the project period.
(2) Organize four campus farm demonstration and observation events.
(3) Participate in agricultural technology exhibitions held in Papua New Guinea to showcase Taiwanese agricultural machinery and organize seven online business-matching meetings to facilitate local procurement and cooperation opportunities.

Current Progress:
As of September 2025, the key achievements of this project include:
1. This quarter, assistance was provided to the NARI Northern Regional Center (MRC) to complete the site selection and spatial planning proposal for the small-scale agricultural machinery demonstration field. A field inspection was conducted at the UNRE campus to assess dormitory and agricultural machinery facility conditions, and initial visits were made to potential beneficiary groups. Follow-up work will focus on farm advisory services and the provision of various agricultural machinery support and training activities.
2. In September, participation in the Morobe Agricultural Show included showcasing cultivators, soil crushers, and auger drills developed by Taiwanese manufacturers. During the event, small-scale agricultural machinery technologies and application models were promoted to local farmers, laying the foundation for the future commercialization and sustainable operation of the Small Agricultural Machinery Center.
