Project Name:Strengthening Coastal Fisheries Resource Management Project

Project Description:

The Palau government prioritizes the sustainable use of fishery resources, balancing ecological conservation with commercial development. To support this, Taiwan and Palau have established a cooperative model to enhance Palau's coastal fisheries management. The project involves using technological tools to improve fisheries resource data management, advancing ocean resource management skills, and integrating traditional knowledge with modern technology to boost management effectiveness. The goal is to assist Palau in enhancing the efficiency of its coastal fisheries management and aligning with the 14th United Nations Sustainable Development Goal (SDG).

Project Objectives:

1. Use technological tools to enhance coastal fishery resource data management;

2. Enhance the education and training of ocean resources management talents; and

3. Raise the level of management effectiveness by integration of Indigenous Knowledge and modern technology.

Executing Agency:

Taiwan Technical Mission in the Republic of Palau, in collaboration with the Ministry of Agriculture, Fisheries, and the Environment of the Republic of Palau

Current Progress:

By the end of December 2024, the key achievements of this project include:

1. Established one fishery monitoring demonstration site, implemented a fish catch reportingsystem, and provided ongoing guidance and outreach to fishermen.

2. All Automatic Identification System (AIS) hardware has arrived in Palau and has been initially activated. So far, transponders have been installed on four vessels, and one receiving station has been set up.

3. The fishery information integration platform has been launched this quarter, and it is now successfully tracking the movements of AIS-equipped vessels.

4. In collaboration with the Bureau of Fisheries, fisheries management personnel have developed an incentive program for fishermen to participate in fish catch reporting. A small voucher system has been designed to reward fishermen who voluntarily report their catches.

Project Performance:

By the conclusion of this project, 80% of the catch from all three states in Palau should be covered under the new monitoring mechanism.
