Project Name:St. Kitts and Nevis Digital Identity Authentication Project

Project Description:

The government of Saint Christopher (Saint Kitts) and Nevis approved the national long-term e-government development roadmap in 2021, positioning the establishment of a digital identity authentication system as the priority task. It hopes to use Taiwan’s ICT technology advantages and digital governance experience to support the establishment of a citizen identity authentication mechanism, as an important infrastructure for various future online services, to promote Saint Kitts and Nevis’s development into a digital nation with smart governance. This project includes establishing a public key, identity identification and digital signature mechanism integrated into a secure and effective identity authentication mechanism; building a unified data management mechanism for the two islands; and assisting the country in acquiring digital ID card manufacturing and card issuing capabilities. The physical chip ID card follows ICAO electronic anti-counterfeiting and access control criteria, ISO 29115 (digital ID four levels of entity authentication assurance standard,) ISO 7816 (chip card standard,) ISO 14443 (contactless chip card standard) and ISO 21188 (public key infrastructure standard) and other standards. The works include: (1) Establishing a digital identity authentication management system; (2) Establishing a digital identity authentication management mechanism; (3) Enhancing capability building in information technology and security.

Project Objectives:

Establish a digital identity authentication mechanism that meets international technical and information security standards for more effective and convenient public services.

Current Progress:

By the end of June 2025, the project had accomplished the following key milestones:

1.     Completed the signing of the agreement for the "St. Kitts and Nevis Digital Identity Authentication Project."

2.     Completed requirement analysis, system planning, expert consultations, prototype development and initial testing, as well as system implementation and internal/virtual data integration tests for the Digital Identity Authentication Management System.

3.     Completed the maintenance and upgrade of the Civil Registry System, with integration with the Digital Identity Authentication Management System planned for 2025.

4.     Completed 33 hours of training on ISO 27001 information security, digital certificates, and digital signatures.

5.     Held 3 seminars on digital identity authentication and issuance regulations, completed an analytical report to support government policymaking, and organized a national Digital ID Card Design Competition to enhance public participation.

6.     Established a long-term consulting mechanism with digital government professional consultants and technology vendors. Facilitated technical training and exchange programs in Taiwan for 4 government officials from St. Kitts and Nevis to build local capacity.

7.     Held 3 public outreach events or hearings on digital certificate knowledge.
