Project Description：

Faced with challenges such as climate change, water scarcity, and outdated technologies, Somaliland's agricultural sector has long been constrained, leading to escalating food security risks. As the foundation of agricultural production, the quality and supply stability of seeds directly impact crop yields and farmer incomes. However, the prevalent reliance on farmer-saved seeds and the lack of effective management have resulted in severe issues of variety mixing and degradation. In response to the Somaliland government's National Seed Policy announced in 2025, this project will establish a seed quality management system, strengthen testing and inspection capacities, and improve seed production techniques. Building on the successful experience of the previous "Vegetable and Fruit Productivity and Quality Improvement Project", this initiative will use demonstration farms as platforms for promoting regional technology dissemination and enhancing farmer capabilities. These efforts will assist Somaliland in progressively achieving its food security goals and align with the United Nations Sustainable Development Goal 2 (Zero Hunger), laying the groundwork for a resilient and sustainable agricultural system.

The main components of this project include:

1. Enhancing seed testing and quality management techniques;
2. Improving food crop seed production and preservation technologies; and
3. Introducing and promoting climate-resilient vegetable

Implementation Start Date：2026-01-01

Implementation End Date：2030-12-31

Project Objectives：

Through capacity building and system implementation, this project will enhance Somaliland's seed quality control, local grain seed production and preservation capabilities, and vegetable variety diversity. It will also gradually introduce private sector participation to improve the accessibility of high-quality seeds. By the end of the project, it is expected that the number of supply points for high-quality food and vegetable seeds will increase to a total of 28 supply points.

Implementation Progress：

By the end of June 2026, the following activities have been implemented:

1. Held 1 consultative meetings on seed testing and quality management policies and regulations. 

2. Held 2 meetings to establish Standard Operating Procedures (SOPs) for seed testing. 

3. Continued the establishment of 1 seed testing laboratory. 

4. Continued the establishment of 1 demonstration field for food crop seed production.

5. Compiled 1 seed production manual. 

6. Continued the establishment of 1 demonstration farm for vegetable introduction. 

7. Established 1 Standard Operating Procedure (SOP) for variety observation records, provided field trial capacity building for 2 personnel, completed 1 cabbage adaptability trial, and compiled 1 cabbage cultivation manual. 

8. Established 1 farmer-managed variety observation field and continued variety evaluation trials. 

9. Promoted climate-resilient vegetable varieties on 10 hectares and established a farmer database. 

10. Held 1 vegetable promotion weekend market. 

11. Engaged importers and completed the import of 2 batches of improved seeds.
