Former mission leader Chen I-sung comes from a farming family in Changhua and grew up
in a time when Taiwan was a recipient of foreign aid. Chen inherited his father’s passion and
dedication to the cultivation of rice paddy. He devoted himself to a 30-year career in agricultural

25 percent of draftees of the Taiwan Youth Overseas Service and 20 percent of volunteers of the
TaiwanICDF come from central Taiwan. They bring fresh energy and vigor to foreign aid work
carried out by the foundation.

Talents More than 100 ex-draftees of the Taiwan Youth Overseas Service have continued to be part of the
TaiwanICDF after discharge. They contribute to Taiwan’s foreign aid programs.
For many years, National Chung Hsing University (NCHU) has provided support to allied nations by
training agricultural talent. It also serves as the preparation center for Taiwan’s foreign aid workers.
Local National Chin-Yi University of Technology (NCUT) worked with the TaiwanICDF to develop a

practice-oriented vocational education system in Swaziland.
Taichung-Changhua-Nantou Regional Branch, Workforce Development Agency, Ministry of Labor,
provides vocational training to youths from allied Pacific Island states.
Local
Institutions Taiwan Agricultural Research Institute and Taiwan Seed Improvement and Propagation Station, Council
of Agriculture, support various agricultural collaborative projects. They also handle various inquiries.
National Museum of Natural Science supported the Census and Classification of Plant Resources
in the Solomon Islands project.
Green Energy and Environment Research Laboratories, Industrial Technology Research Institute
(ITRI), serves as the expert and consultant in photovoltaic development projects.
